With building the mono-colored cycle atm this instantly caught my eye and will def go into my mono-W deck. I'd even consider it slightly over Quicken in a vacuum, as 1. most spellslinger decks that can use Quicken to a great effect already rely on a lot of instants, 2. it cantrips in a color that isn't particularly strong on card draw.
I wouldn't go as far as saying it should be in all decks containing W exception Oloro, Ageless Ascetic, but anything with a big creature focus can use this, for sure.

Only tangential to today's card, but I really like Savage Summoning in certain decks. Nice to have in Skullbriar, but I really enjoyed flashing in my commander in Multani, Maro-Sorcerer; people aren't prepared for 1-mana flash effects, uncounterability+shroud on my general can catch people totally off-guard.
I really need that for Atraxa. Not sure how I forgot that was a card.
You can't underrate the removal + tempo swing that surprise blocking can provide. Can also sneak out a Serra Avenger one turn earlier since you're casting it on your opponent's turn, but that's not actually relevant here.
Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

Seriously, though, he's a pretty cool legend. Overcosted on all fronts(CMC and Ability) but creating multi-color tokens, Minor Demon tokens at that, is a rarity, so there's that.

I remember first seeing Whirlermaker and feeling really old.
It is what it is. Back then, the ability for creatures to make token creatures wasn't very common, so it had an expensive cost attached to it. Nowadays, this guy is completely outclassed by guys like Endrek Sahr, Master Breeder. You could still play him for the oldschool cool factor, but he's not very strong.
I feel like I'm missing the joke, what's non-random about Boris?
Anyway, obviously awful by today's standards of token production. Legends legends all fall into "really good" or, mostly, "horrific garbage", and this guy is easily the latter. And tbh, with recent legends, even the good old ones like Rasputin, hazezon, and angus, aren't all that great looking anymore.

It's a bit weird that he doesn't make devils. He's pretty abysmally bad, I'd rather have Jedit Ojanen to be honest. I guess it's cool that we have a warlock/dracula/Two-Face hybrid in Magic but he's crap.
