Devotion is more in the same place as Magnavore and Wave of Reckoning: A reason for playing a "worse" card.
That said, 1WW for a 2/2 flier with a Demystify plus the ability to take down swords of light/shadow and war/peace, or the ability to make all your opponent's flying creatures white for the same swords is really good, and probably worth it in one- or two-color decks, or three-color decks with enough mana fixing (i.e., those with green, or with a really expensive mana base).

Ah, anti Rancor. If you are playing this, I'm guessing you are playing enchantress, and probably playing white or green. With these (very reasonable) assumptions in mind there are much better options to play, like Rancor.
Wow, crappy card that's unplayable in all but the most niche of circumstances, and not anywhere close to ideal even then. 1/10, which might be overly generous.
Definitely one of my favorite pieces of art. It really says something that i read the thread title today and could immediately picture the card, but i couldn't remember what it did. Too bad the card is essentially unplayable.
That art is cool, but jarringly out of place in the Magic universe. Looks like a WW2-era general toying with pieces on what TV Tropes calls "The Big Board." Are we playing chess or Risk?

This is the type of card I would love to see in hybrid once. It's not very good, but when you're looking for (U/B) hybrids, -X/-0 is a good place to go.

If you want a self-recurring enchantment, Fallen Ideal and Spirit Loop do it better, but I suppose this is the most efficient one if you have a sac outlet and want to convert a bunch of Cabal Coffers mana into Daxos experience, if you control an Ajani's Chosen and a sac outlet.
As a general, Niv isn't the strongest of the Izzet options. In my experience, he's usually only chosen because of his ease of combo with Curiosity effects. That said he's still badass and major props for anyone building him without those combos; you'll still need to get past the stigma he carries.

Kind of a shame to get a useful card for once. Combo Niv is kind of lame as a deck (just play Kiki-Jiki or something at that point), but I can get behind Niv control or some sort of UR goodstuff deck. Plus, there are plenty of decks where he's good in the 99 (Arjun, the Shifting Flame; Scion of the Ur-Dragon; Nekusar, the Mindrazer).
I don't think he is that good. While him being out and bunch of wheels are being flown around it is pretty scary but Niv still is just a six mana flying 4/4 with no haste.

Eh, I play an Ertai deck, and I still don't think it's good enough to fit in there.
There are better enchantments which you could run for a similar effect before this. Fallen Ideal is one of the better ones.

I suppose this is good in enchantress. But who will be your general? The main possibilities I can think of are Anafenza, the Foremost, Ghave, Guru of Spores (lots of enchantments there, and he makes his own d00ds), and possibly Teneb, the Harvester or Doran, the Siege Tower.
Beyond that, the obvious synergy with Ertai, the Corrupted and Daxos the Returned.
