This guy has been hovering around a few of my decks but never seems to make the cut. Methinks it's just one mana too pricey to be worth it, and suspend is too easy to play around, telegraphing what you usually want as a surprise effect.

In EDH, stick bounce isn't terribly exciting, because it doesn't permanently deal with threats and only deals with one player, while being weak to powerful ETB effects that are everywhere in the format.
For my 30th birthday, I decided to just go with the commander I've had the longest time now (Without interruptions; Zegana takes the cake, but she's been disassembled a few times). So here is Rasputin Dreamweaver, one of the few actually strong Legends Legends. 7 colorless mana. That's a lot, especially in colours that usually don't get this kind of ramp. If you can flash him in, you can start (previous ramp not withstanding) your 7th turn with 13 mana available. Blink shenanigans make him even crueler. Vanish into Memory is a beast with him. Diviner's Wand becomes a wincondition. Eldrazis get powered out like nobody's business. Blue Sun's Zeniths regulary fire off for 10+ while keeping open countermana.
And even with all those perks he's not the prime Azorius general. 6 mana for his first cast is a lot, he's very suspectible to -x-x effects as his dream counters can't save him there, and Brago is generally considered the better blink general. Still, his skillset is unique and I love running him. My opponents disagree.

I also hate when my friend play Rasputin, but then I'd like to think he also hates when i pull out hazezon Tamar. Rasputin is cool for sure and one of the good Legends Legends.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

I've heard of the scary things he can do and saw a youtube gameplay of a big-ramp/blink style attempt, but have yet to encounter a Rasputin irl.
I really like how utterly unique his ability is. It's like a weird blend of kruphix, god of horizons/gemstone array but with immediate access to the mana. Some of the legends from Legends had some sweet tech that is so unique. Some didn't pan out so well (like ramses overdark), but Rasputin is on the other side of the playable spectrum.
I feel like it should be mention that Rasputin Dreamweaver does give infinite colorless mana with Eldrazi Displacer as it now adds "colorless mana" and not "generic mana" which means you can flicker any target infinitely. Venser, Shaper Savant bounce all permanents and spells?
Not as much synergy with Doubling Season as you'd like - he cannot have more than 7 counters at any time, sadly.
I suppose if he had 5 or fewer counters at your upkeep, he started your turn untapped, and you controlled Doubling Season, his upkeep trigger would give you 2 counters. But that seems like a stretch for the "benefit" of Doubling Season.

You're the one that said Rasputin "now" adds colorless and not generic, as through Rasputin used to add generic mana to your mana pool and a rules change suddenly made him work with Displacer.
U/w is almost always guaranteed to be obnoxious. When your opponent has a thirty dollar card as a general, you know they tried hard with the obnoxiousness.
He might be obnoxious since he is getting expensive. Or, people are just jealous of others playing with generals with sweet beards, knowing that they lack such glorious facial hair. This is all merely speculation. As for Rasputin, the card, I prefer to run Brago as the general since it is reliable access to a blink engine, but, Rasputin is a classy choice as well. You just have to rely more on engines in the 99 to take advantage of the free mana he grants.
I rarely see Bloodrush cards in EDH. Methinks most are simply slightly overcosted for their effects, and they might've been more useful if one of their colours was White or Black, putting them in more grave-matters builds. This guy is a very average Bloodrusher at that, though A+ for the name.

They seem like they would go well with Ruric Thar, the Unbowed since they provide a boost to him when attacking to kill off a player, but, it isn't an instant or sorcery so it won't trigger his damage against you.
On a sidenote, wouldn't Volrath be great hosting his own gardening tv show?
