Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Fun fact: For two greater CMC, Cruel Ultimatum provides five cards more card advantage, plus a 10-point life swing.
Consider Ultimatum also need two more colors and no colorless, I don't think it's a fair comparison. That said, Fugue is definitely not the best discard spell around.
I feel like they could print a discardshifted Concentrate one day and it would be a pretty solid card. Fugue might be "Strictly worse" than Mind Shatter.

Roil Elemental seems fun, and even gets you the devotion to blue you need. There are several options in R/B for dealing damage to your opponent(s) or making them lose life, too, to end the game in short order. Also, of course, a set of arbitrarily large plants from Avenger of Zendikar works.
Why does the easiest infinite landfall combo have to be monoblue? Meh, Wormfang Newt is cheaper.

You also get infinite landfall (though not infinite mana) with the turtle, DEN, and any mana doubler, like Caged Sun. So you have some flexibility in building your Wormfang Turtle combo deck, especially in Simic.
As far as aesthetics go, Alara had a lot of things right. This thing however...Esper Artifact Aggro? Dedicated to be somewhat low-powered?

The Thresher is one of those cards I've never been able to run. If I were going hard into some kind of weird unlimited handsize esper deck this guy could be good (Maro.dec?) but even then there are more useful things to do with a hand the size of your library.
That said, this guy could be a serious beatstick in a pauper artifact deck.
I could see this being almost playable with some evasion. It gets big for its cost without a whole lot of effort. If it just gets repeatedly chumped that's not worth anything. Maybe in something modular heavy, which would be more likely to have +1/+1 counter synergies built in?
I don't think I ever really want it but I could see it finding a home somewhere in a low powered list.

Fugue is simply not good for Commander. There may be a deck somewhere that cares about this being a sorcery.
As for the card itself, :shrug:. The only good Fugue comes with a side of Tocatta.
