Ironically, only the Grixis one lacks a name that makes you want to throw up the horns. I can't be the only one who erroneously read Nicol as sounding like Nicole. Incidentally, it's hard to take an all powerful draconic wizard mastermind seriously when his name sounds as pedestrian as Nicole Bolas. Yeah, I now know its pronounced Nickel, but first impressions are hard to shake. Also, Nickel Bolas is still the weakest name by far. Weakest name, lamest art, best effect. Yeah, that art btw. Vaevectus is boring, but still a crazy dragon. Palladia is a giant horned dragon IN HELL. Arcades looks like a draconic dictator or emperor. Chromium's art belongs on the side of a van, a ******* giant chrome dragon with laser breath with a burning castle and thunder storm in the background. Bolas is just in his recliner with a book. All the other elders look ready for ***** to go down, Bolas looks comfortable, like wearing slippers comfortable. All the other elders are speed metal, Bolas is 100% smooth jazz.

You have to love the Elders, but in actual real terms it is hard to justify using him over any of the other THREE massive Legendary Jund dragons. The other four Elders have less competition, but poor ol' Vaevictis has to compete with Darigaaz, the Igniter, Karrthus, Tyrant of Jund, and Prossh, Skyraider of Kher all of whom come down sooner, have no drawbacks, and will close games out just as fast or faster. And those are just legendary Dragons in these colors! Basically if you are going to do "just for your colors" I don't think you can ever justify using him over Karthuus except purely for style, since Karthuus trades Firebreathing for Haste, costs 1 less, has no upkeep and an easier cost to deal with, and may occasionally randomly Mind Control something.
At least with Chromium you can argue that Dromar, the Banisher is too cludgy to use since she bounces herself 60% of the time, and Nicol Bolas and Arcades Sabboth have more useful/exploitable abilities than their Invasion counterparts.
Side note - my brothers and I once tried to create EDH decks using only cards from 1995 or earlier, with the dragons as our Commanders. We were going to proxy up the decks, but they were so bad we decided not to go through the effort. I actually chose Vaevictus. My list...

On the elder dragons: Yeah, Nicol Bolas is a pun. Also, I wanted to mention that Arcades Sabboth was also part of a failed "chess" cycle in Legends. There would be a cycle of pawns, a cycle of knights, a cycle of bishops, etc. Sabboth and Jacques Le Vert are the attempt at rooks, while Whirling Dervish was the pawn, so basically what we now call sliths. I like to imagine that the knights were "protection from one or both enemy colors", though I have no idea what the bishops or kings would be, but I like to say the queens are Land Tax, Mana Drain, The Abyss, Eureka, and...okay, I can't think of a red one. Plus ça change, plus c'est la même chose.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

It's mathematically equivalent to discard your hand, draw 4, and mill 3. Draw 4/mill 3 is almost always going to be superior to just drawing 4.
If the card didn't force you to discard your existing hand first, you might have an argument (since the random discard could hit the cards already in your hand when casting Drastic Revelation), but since it's a weird wheel effect, that fact that the discard 3 is random is irrelevant.
Consider that these colors have access to Reforge the Soul, Windfall, and Dark Deal as well as of course Wheel of Fortune, and this looks overcosted, slow, and awkward. It is nice that it affects you only, but I can't imagine a deck really wanting this. Maaaybe Jeleva, Nephalia's Scourge? Especially a Jeleva focused on abusing Thought Reflection, Psychosis Crawler, and Alhamaret's Archives? I guess Sedris, the Traitor King reanimator also might not mind the huge discard - but again, why not run a different, better wheel?
As noted, at 3RR I might run this in a deck hungry enough for draw. At 3BB I might also consider it in some sort of mono-black reanimator with plenty of redundancy. But as a Tricolor card it just isn't good enough. 2/10.

Compare Tidings, which doesn't discard your hand first.
For the discard components, there would need to be a lot of Madness 0, preferably in Grixis colors, to make it worthwhile.
Even if a bunch of broken cards did exist for this to take advantage of, you would probably see a cheaper alternative like Goblin Lore get used instead.
You don't call "dying to removal" if the removal is more expensive in resources than the creature. If you have to spend BG (Abrupt Decay), or W + basic land (PtE) to remove a 1G, that is not "dying to removal". Strictly speaking Goyf dies to removal, but actually your removal is dying to Goyf.
In a Sedris deck looking to keep players' hands small, maybe. It at least doesn't refill your opponents' hands, and if your out of cards and you just got bojuka bogged, it works out better than a wheel. Those neat little corner cases are still not enough to justify it outside of budget though.

Realistically I'm not sure I'd really run it in Jace, Geralf, or Talrand, but options don't hurt - Thought Scour is targeting you 99.9999% of the time in Jace and Geralf anyway so running a second isn't bad. I'm not sure if I prefer it over Careful Study or not though, and I am not sure I'd run three similar effects (maybe?).

Such flavor and I am partial to the art. Name makes it impossible for non-nerds to know what card type it is. Kamigawa/10.
Real talk, this is preeetty mediocre even for a dedicated Equipment Voltron deck. Competing with Fireshrieker and Sword of Vengeance for the "5-ish mana Power + First Strike" equipment slot and with the Swords of X & Y for general "three to play, two to equip" equipment, this thing is badly outclassed. Doesn't help that Jor Kadeen, the Prevailer and Raksha Golden Cub both have or grant First or Double strike with their text, greatly devaluing that ability, and that in general in EDH creatures are so large that First Strike loses a lot of its oomph unless it is paired with Deathtouch. With that consideration, many decks may legitimately just want something like Bonesplitter or Vulshok Morningstar instead. Outside of a dedicated Samurai Tribal deck that wants to run this for the flavor, it is a 2/10 card.

No-dachi indeed. The card just doesn't do enough for it's hefty 5 mana cost to cast and equip, and there's about half a gazillion more efficient equipment. I wouldn't run it anywhere.

Equipment usually falls into either "Busted" or "Useless" in most formats. This was pretty fair when it came out. In Commander, it was useless until Sram came out. Why Sram? Because Sram doesn't have first strike naturally, Sram likes cheap casting costs on his equipment, and Sram gives you card advantage with equipment which pushes you to run even more equipment than most other equipment generals. I've seen it ran in Sram and it puts work in. They key is that Sram is also running all of those cards that you would consider running before this.

Viridian Claw has one less power but comes with a much more economical equip cost. I'll pretty much always opt for the claw over the samurai sword. Expensive equip costs are a card-killer.

Instant speed is a relevant upshot for Talrand compared to technically better sorcery-speed cantrips like Portent and Sleight of Hand although I still think I like Preordain, Ponder, and Gitaxian Probe more even with the speed difference. Seems worse than Cerulean Wisps, Thought Scour, Brainstorm, Opt, Peek,Quicken, and Whispers of the Muse...and how many one-mana cantrips do you need? Redundancy is good to keep in mind though. 5/10.
