Good old nekusar can use it. Solid in pretty much any urx group hug/chaos build. Surprisingly decent in Jelava decks that want to play with opponents cards, since it fills both hands and yards while you have the tools for both. At random is actually a selling point there.

Whether its blue players countering your spells, red players burning you out, or combo, if you have a problem with an aspect of Magic's gameplay, you can fix it!
Step 1: Identify the problem. What aspect of Magic don't you like? Step 2: Find out how others deal with the problem. How do players deal with this aspect of the game when they run into it? Step 3: Do what those players do. Step 4: No more problem. Bonus: You are now better at Magic. Enjoy those extra wins!
I play it in my Liliana, Heretical Healer Tiny Leaders deck. It's wonderful. This card, Basal Thrull, and Blood Pet help me flip her right away and start playing Pox like I'm using a legacy deck.
I don't have one, but I'd consider getting it. It's on that same level of Priest of Yawgmoth where it's so old it's kinda hard to find and not many people will have them, while the ability wasn't that great back in the day, but is very strong.
I've made good use of this in Chainer, Dementia Master both to get the mana for high CMC spells by saccing unneeded creatures, and to let me retrigger ETBs by sacrificing something then using the mana with my general to reanimate it.
Subpar on it's own but at least it can be cycled away if it feels like a dead card making it less-than-horrible at least.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
One mana isn't much as a deal, (EDIT: compared to Terror, was the point...) black removal blanks against many cards in artifact or black decks. Cycling allows for some flexibility.
My Cycling Karador deck was actually so gud. Astral Slide is good if you draw it
Yeah, esper or abzan astral slide is pretty much the only place to use this. Otherwise, there is enough efficient instant removal in this format that you can play removal you'll actually want to play, not cycle.
I think esper or bant is better for slide.dec though because blue gives you the only not-super-convoluted ways to get multiple slides in play, which is when you can really go nuts. (Clever impersonator and copy enchantment)
The addition of cycling is worth it. Plus, now that we have Alhammarret's Archive, cycling has the potential to be "cheap Divination in all colors". Not that black needs that, but there's that.

ZOMG, forgot about Alhammarret's Archive. I keep meaning to pick it up and never get around to it. Would love to be a smart aleck and get it out with something like Tibalt, the Fiend-Blooded.

This does have a nice side benefit in enchantress decks, but even there, Whip Silk is probably the enchantment you're looking for.

It's a good thing this is a nonbo with living weapons, otherwise that would jsut be too OP.

I actually really like this card (I like the instant, too). I've known it to do work in Iname, Death Aspect, but I think it could easily find a home with other generals like Karador, Ghost Chieftain, or Meren of Clan Nel Toth.

IF you draw slide? There are so many tutors for it! Junk has enlightened tutor, dimir machinations, idyllic tutor, sterling grove and academy rector in addition to all the usual black tutors

too bad it doesn't have synergy with cycling for a CYYYYYCLE OF LIIIIIIIIIIIIIIIIFE theme deck
