The problem with this card is that, outside of indestructible shenanigans, it seems like it just really wants to be run in a creature light control deck as a finisher, yet its in colors that typically run lots of creatures.

The Meaning of Life: "M-hmm. Well, it's nothing very special. Uh, try and be nice to people, avoid eating fat, read a good book every now and then, get some walking in, and try and live together in peace and harmony with people of all creeds and nations"
Onering's 4 simple steps that let you solve any problem with Magic's gameplay
Whether its blue players countering your spells, red players burning you out, or combo, if you have a problem with an aspect of Magic's gameplay, you can fix it!
Step 1: Identify the problem. What aspect of Magic don't you like? Step 2: Find out how others deal with the problem. How do players deal with this aspect of the game when they run into it? Step 3: Do what those players do. Step 4: No more problem. Bonus: You are now better at Magic. Enjoy those extra wins!
A few years ago when worldspine wurm was released I made a 5-color tribal wurm deck, which was just a pile of wurms and lots of generically strong cards (high ramp into genesis wave, patriarch's bidding, etc).
Since my deck intended on having the biggest creatures it had very little removal, so frequently longer games ended up with the table being flooded with creatures as everyone tried to just toss out blockers.
I can recall a handful of games by casting some inordinately high genesis wave, founding novablast wurm and massacre wurm, and attacking with regeneration mana for my team from asceticism up. Mr.Giggle.Noodle took me to the win with novablast
On one hand, you have a 4/4 for 6 that cannot block. As something that you want to die, having it be unable to block hurts as everybody will simply take the 4 damage rather than have it turn into it's enchantment side.
The enchantment side, after all, is very strong, essentially turning all your dudes into dragons. I'd pay 6 mana for that in a heartbeat. As it is, requiring a hoop to jump through...eh.

My Commander decks:
Chandra, Torch of Defiance - Oops! All Chandras.
Prime Speaker Zegana - Draw for Power.
Pir & Toothy - Counterpalooza.
Arcades, the Strategist - Another Brick in the Wall.
Zacama, Primal Calamity - Calamity of Double Mana.
Edgar Markov - Vampires Don't Die.
Child of Alara - Dreamcrusher.
It's not even like the toughness is small enough to ping. Given how good (and plentiful) exile single-target effects are now compared to when this card was made, it's an uphill battle for this guy. Then again, flash him in response to a wrath...jackpot.
I was thinking put him in a sac happy jund colored list. The enchantment side is no joke in a deck that has lots of 1/1 and 0/1 sac fodder tokens laying around.
I'm trying to find a place for this guy. On the one hand, he satisfies the trigger requirements for Kalemne's ability, but that deck doesn't run much in the way of means to flip him outside of just attacking. On the other, I have lots of sacrifice outlets in Alesha, but he'll be quite difficult to get out of the graveyard (if he ends up there from discard/self-mill).
He's been a main-stay in most of my RBG lists.(Prossh, Skyraider of Kehr and Kresh the bloodbraided). I know he has hoops, but at 6-mana, and that flip effect, phew, if he gets flipped I can usually close out the game in short order. One of my member berries with this card was in Prossh, had already devoured his tokes, cast Humara and Sac'd him, finished off an Orzhov player, then drew into Avenger of Zendikar the very next turn, and finished off the Zegana and Ur-Dragon player. It was insane.
Edit: Just to clarify, I did have Anger in the 'yard.
Would be a funny general in R tokens. And he is not that hard to kill yourself with Earthquake effects.
Bonus points? Your Earthquakes get even more utility after he dies because now your tokens all dodge them xD. And threatening to swing for 4 commander damage a turn is not something many decks would take lightly.

I use him in Kresh. With any sac outlet he's four +1/+1 counters to Kresh, an additional +2/+2 to all creatures (+2/+2 to Kresh, two more +1/+1 counters to Kresh whenever I sac something), and a universal Firebreathing (an additional +1/+1 counter for Kresh every time I sac something).
A lot of possibilities in "power matters" commanders (Grezno, Yasova, Brion Stoutarm) and "creatures matter" commanders (Animar, Ruric Thar, Kalemne). The downside is, you're competing with Purphoros, God of the Forge and possibly Moonveil Dragon in token or creature decks; if you're playing white, you're also competing with Dictate of Heliod.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Homura does good work in Prossh decks, particularly because Prossh is already a sac outlet.
Red token decks in general love this card. You should be running sac outlets in your deck anyway so it shouldn't be hard to kill this guy the turn you play him.
Love Homura as long as I'm already looking to run sac outlets, which is pretty common. He was an absolute beast in Hazezon Tamar and he's done some good work for me in other decks.

[Pr]Jaya | Estrid | A rotating cast of decks built out of my box.
I run him in Alesha, where he does a ton of work. He's easy to trigger as I already run plenty of sac outlets, and he not only buffs my tokens, he's also invaluable in buffing Alesha herself and granting her evasion so I can attack even into stronger boardstates with her to get the trigger without worry.
Not all of the red decks I've made have sac outlets on hand, but this seems great in Brion Stoutarm decks.
You don't need a sac outlet per se. You can use Earthquakes, Blasphemous Act, ect to kill him off lol. PLUS side? Later earth quakes get more value since your dudes dodge them.

Turning all my dudes into "dragons" was exactly what my Ryusei deck needed and it didn't take me very long to find this (mainly because I ran through Kamigawa block first when building that deck for cards that work well with Ryusei). I needed to prevent damage to my creatures (Repercussion being the reason) and my only options were Protection from Red and granting flying... the obvious good choices were in (Swords of Red and Akroma's Memorial), but I needed more than that obviously.
I was thinking put him in a sac happy jund colored list. The enchantment side is no joke in a deck that has lots of 1/1 and 0/1 sac fodder tokens laying around.
Oooooh, you mean like Shattergang Brothers? That's an interesting idea. I have that one built currently, being more of a Jund goodstuff that also has a little sac-and-recur synergy and lots of token engines. This would beef up those saprolings and kobolds alright, and having the ability to sacrifice it right from the command zone helps it flip.
Fringey, but useful. Since it turns into a creature when it's removed, you could even recur it easily from the yard.

This signature holds priority until end of comment.
My deck runs quite a few ways to generate multiple Rakka tokens in one turn, a pile of team buff effects, and already has a few sac' outlets (ashnod's altar/phyrexian altar). Suddenly giving my entire team shiv's embrace has won me many games.
One of various "Create tokens of another tribe" cards that Lorwyn had, this one...well, they're not just Merfolks but also Wizards. Sadly, you're still looking at an underwhelming body for 7 mana, and those two tokens don't do all that much to shore up that weakness. Cool art though and it has niche uses at least.
