This is one of many cards that regularly makes it into the initial stack, maybe makes it through a couple rounds of cuts, and never ends up in the deck when I'm building.

[Pr]Jaya | Estrid | A rotating cast of decks built out of my box.
Never been a fan of single-target-discard...let alone when it's not even random like the old famous Hymn...at twice the mana cost...with 2 life being the only advantage...

My Commander decks:
Chandra, Torch of Defiance - Oops! All Chandras.
Prime Speaker Zegana - Draw for Power.
Pir & Toothy - Counterpalooza.
Arcades, the Strategist - Another Brick in the Wall.
Zacama, Primal Calamity - Calamity of Double Mana.
Edgar Markov - Vampires Don't Die.
Child of Alara - Dreamcrusher.
3/10 I know this is kind of where they're putting discard now, but there was a time when control was just about the only thing you could play.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Definitely one of the cuter vampire girls from Innistrad, the set admits the card is bad by mirroring the Greg Staples art to Angel's Mercy in the same set. Granted, Angel's Mercy happens to be one of the worst four mana investments of all time, and this is fringe deckable in limited.

RE: Mental Agony - What do you get when you cross a Vulcan mind meld with a joy buzzer?
RE: Field of Souls - How come you guys only cover good cards on days I'm not here? I find this just about essential in any white deck running creatures, because even if you aren't abusing it, you still have blockers after a board wipe. It's also great to go with Skullclamp.

This is a planeswalker whose ultimate requires a very specific deck, which is a bit of a rarity as ultimates do tend to be goodstuff-deals. But PW's should not be judged on their ults. His +1 is simple card advantage, though it won't do much the turn you play him. At least you're guaranteed a cantrip. His -2 gives you a decent blocker. This on top of a 5-mana 3-colored PW that starts with a passable 4 loyalty...yeah, he's hard to fit in a lot of decks and without Doubling Season he doesn't do all that much, but he's not a bad card.
Fire off that ult and you win though, in any reasonably constructed deck.

Ive seen this do some nasty work in Scion decks but it certainly cant go everywhere. 10/10 auto include in the right deck but not worth considering in others. Interestingly this is one of the first cards in a while that I can think of where this is the case however.

EDH BRGKresh the BloodbraidedBRG, A box of lands and ideas.
Modern: RG Titanshift. A deck made of cards too stupid for EDH.
Retired: Lots. More than I feel you should suffer through or I should type out.
At worst, it's a 4/4 with flying or a cantrip and you get a mana back. It has the two colors most typically required for dragon tribal (red and green), so if you want to make a dragon tribal deck led by Intet, the Dreamer or Animar, Soul of Elements, this is your guy. (I suppose Yidris, Maelstrom Wielder is also an option.)

A lot of the temur decks are goodstuff decks, and he doesn't necessarily fit in with them. Scion of the Ur-Dragon is where you're going to get the most mileage out of him.
His +1 cantrip is nice, and the -2 does give you a way to protect him. His ult probably won't be considered beyond a Scion deck.
Sarkhan Unbroken has been solid in my Intet Dragons deck. I managed to one time with the ultimate one time when my opponents just weren't able to remove Sarkhan or reduce the loyalty. As long as Scourge of Valkas is in the deck, it's an absurd amount of damage because I run around twenty Dragons in all.
He's like Lotus Guardian except not absolutely horrible. Draws cards, adds mana, leaves a dragon on the board. Highly consider if you're in the colors.

Note that Lotus Guardian is a Dragon! You could search it up Sarkhan Unbroken's ultimate. (I'm not sure why you'd want to, but you could.)
Count me in with the Sarkhan fan club. Though I rarely run Temur colors, I'd reach for this guy when I do. As others here point out, it's not always about the ultimate with PWs. KioraTCW, ElspethSC, and JaceAOT are some examples of PWs that give you value even without touching their ultimate.

My EDH discard choices tend to be more along the lines of Mind Slash or Sadistic Hypnotist or Oona's Blackguard. (And of course ones like Hymn.) Not this.
3/10 I know this is kind of where they're putting discard now, but there was a time when control was just about the only thing you could play.
On phasing:
Headbutt of the Amesha.
Shu Yun, the Silent Tempest WUR Voltron Control

Sadistic Hypnotist is amazing in Endrek Sahr, Master Breeder by the way.

Of course, just grabbing I don't know, Atarka, World Render, Balefire Dragon, and Moonveil Dragon, could be quite devastating. Steel Hellkite is another staple that happens to be a dragon.
7/10, just for a Temur Phyrexian Arena that becomes a one-sided Blasphemous Act. Or you can get tokens.
On phasing:
(U/B)(U/B)(U/B) JUMP IN THE LINE, ROCK YOUR BODY IN TIME
(R/W)(R/W)(R/W) RISING FROM THE NEON GLOOM, SHINING LIKE A CRAZY MOON

UAzami, Locus of All KnowledgeU
BMarrow-Gnawer, Crime Lord of ComboB
WBRTariel, Hellraiser StaxWBR
Annul is really good in EDH
Note that Lotus Guardian is a Dragon! You could search it up Sarkhan Unbroken's ultimate. (I'm not sure why you'd want to, but you could.)
I prefer it's associated sword.

At 2B, it would have been better than Scathe Zombies (who cares?) but comparatively worse than Dark Banishing.
At 3B though, it is unplayable garbage.
