Lately, I have been in a huge brewing mood, just building deck lists left and right and testing them out. For my next project, I decided to build a U/W deck. There a couple problems with this color combination. For one, I am not very good with the color blue or control. I have always been a player who liked to attack and get into the red zone. I have some trouble knowing when to hold or play counter magic, and how to properly exploit cards like Rhystic Study and company. So with that in mind, I don't want a deck that focuses on control too much, even though I can tell these are control colors. Currently, I have my eyes on Daxos of Meletis and Brago, King Eternal for commanders, but I would like to hear what you guys' two cents is on the matter.
Isperia, the inscrutable has long been my favorite u\w general. It's a fun and rewarding mini game, and tutoring up a toolbox answer every turn is great.
I have to throw in Kangee, Aerie Keeper for consideration. The synergy with Bird tribal is shocking, and it totally fits your playstyle of getting in the red zone. Build mana as the game goes on, drop Kangee for somewhere around 5 or 6 feather counters, swing a ton of damage. My list runs a decent amount of control too, which isn't hard for UW to do. Dovescape is one heck of a card.
Like jwf, I'm going to add points for Rasputin Dreamweaver. You can do so much with 7 extra mana, it's insane, and nobody expects it from Azorius. You can make the deck controlly if you want, but it's generally easier to play if you play it as Ramp-Into-Huge-Things.

A new BFZ card, Noyan Dar, Roil Shaper, looks like a pretty fun commander, and he's really easy to build - just put any instants or sorceries that look fun to you in the deck and you're going strong!

I had a Daxos of Meletis and I loved it. Hard to play, but can be rewarding. Make sure to include a lot of ramp so that you can play their cards.
many of the better players have played archtypes thay were uncomfortable with at one point in time in an effort to understand its tools , tricks & how it ticks thus enabling them to deal with it from the other side of the table even if it isn't their thing, something to ponder
as far as when to hold or play counter magic think of it like removal that effects any hard cast card just like removal it is dependant on how many removal cards you may see during your game
vs the impact your opponents card has on the game in addition the timing of said impact should influence your decision as well as weather or not the table may remove a threat for you most items that put you on a short clock should be countered & or removed same is true of combo pieces when only 1 more is required to compleat the combo
as to rhystic study the best way to exploit it is "just play it" barring visiable or highly likely ench removal it is simply a pillow & should not be counted on for its draw effects or to stick around long with experanced opponents

There is no strategy to playing Rhystic Study. You put it on the battlefield, and watch as your opponents either fall behind you in tempo or they give you all the cards you need to win. (The smart play for them is to pay the tax whenever possible, but not everyone plays smart.)
Mystic Remora takes a little more thinking, since it has cumulative upkeep and only triggers for noncreatures. Knowing your deck's curve, having cheap mana rocks, and being willing to discard cards because of having 7+ cards in hand are all assets to making Remora more effective.
I'm not sure what else falls into the "Rhystic Study and company" category, though.
As for the question of what general to play, I'm going to +1 Rasputin. I've got a Rasputin blink deck and the amount of mana he can generate can get pretty nutty. Vanish into Memory is a particularly nice blink card for him, especially if he's been equipped with things to buff his power. Even with just Rasputin and Vanish, though, it's 4 mana to draw 4, discard 1, and get 7.
Nim Deathmantle and a sac outlet goes infinite with him, too.
I think Noyan Dar has some potential in a deck with a lot of cheap W removal and U bounce. I had a similar deck using Daxos and it was fun to play and didn't really function like traditional control.

Medomai the Ageless - hands down.
He literally says "Whenever Medomai the Ageless deals combat damage" on the card. And when he connects you get to draw a card, untap, and attack again. UW has a bunch of solid "Whenever this creature deals combat damage" creatures, the best equipment support, and solid mass and spot removal.
I second Geist he is very powerful and can seriously punish decks that start to slow.
Geist is adequate at best in multi-player. He usually dies to everyone's anything, and picking on the worst player won't make you friends. I'd say ephara, God of the polis with all of the flash shenanigans available in those colors.

Well did we actually ever determine whether or not this was for duel or multiplayer? I was just giving my opinion. No reason to be condescending.
This is going to be completely biased towards the WU EDH deck I have, which is Ephara, God of the Polis Prison. I think it allows you to "control" the board passively, which permits you to be slightly more aggressive as a result.
Rhystic Study mana payment can be a bit more tricky if other taxing effects for attacking you are in place, like Ghostly Prison, Propaganda, Windborn Muse, Norn's Annex and/or Sphere of Safety are online. Usually it means opponents will conserve mana by attacking someone else, or you get to draw, otherwise they'll leave themselves open for another player to attack (who has to pay similar costs if he chooses to attack you as well, with minimal effort on your part). Of course, they could all co-operate and spend all their resources on you, but that's more of the politics of the format then the deck itself.
Running Ephara means another enchantment count for Sphere of Safety, is an alternate source of card draw besides Rhystic Study (which can be unreliable), but at the cost of needing to build around it by including creatures or permanents that can produce creatures, as well as instant-speed enablers for creatures. From there on it depends on how you want the deck to move - even more controlling with counters to protect the fortress, or more aggressive with creatures to attack since you are "protected" already. Some decisions might need even more fierce deterrents like Teferi's Moat or the original Moat (if you have it or the money for it, though...), but that's the general idea of the deck.

I wasn't trying to be condescending, although text has a hard time displaying emotion, and appears I was.
I was offering a counter argument against it. He's great for 1 vs 1. Keeping him alive means the end of a game. Multi player he just doesn't do enough, no real card advantage, removal, or combo possibilities tacked on makes him less useful. Plus, People are still used to thinking about him the way he played in standard too, and will do what they can to keep you from having a hexproof 2/2. I've played with people who play Geist and they'd often get the shaft from half the table because he is viewed as a threat. It depends on how much hate you want to draw with certain decks and if you can deal with it.
Just sharing that I've run Azorius commanders almost exclusively to keep a cap on the cost, and let me just say that I wish you all the happiness with the color identity that I've gotten throughout the years.
And that Isperia, Supreme Judge makes a killer commander for a super friends deck with a bunch of fog effects.

as I am fond of the blink mechanic brago, king eternal would be a fun general for me to build with rasputin dreamweaver & palinchron & venser, the sojourner in the 99 to name a few
