I think it will be a dead draw a lot of the time, with that few instants. 10 means you'll see one instant for every 10 cards you draw, so like 2 by turn 7 (blue has tons of draw, maybe 3) on average.
Add to that the fact that you'll probably want to play some of those instants before you draw the Scepter.
I might be off, I've never really played the artifact in edh, but I think that Scepter is best relegated to heavy spell slinger decks- Like Melek or something.
Yeah, doesn't seem worth it. Muddle and Rift you probably don't really want to imprint anyhow, and Stifle, while good, is a pretty underwhelming Scepter.
I'm going to say "Yes. At least try it out." If you draw enough cards per turn (I don't know what kind of draw spells you've got), then you'll run into the Stick and an imprint target at some point. Also, if you don't have a good reason to use one of your 1-2CMC instants and you're holding on to it, you can always put it on the Stick for value later.
I play scepter in Talrand with 23 legal targets and I still sometimes get stuck imprinting something lame. 10 targets is way too few.
Really? I'm always happy to throw Boomerang or even Telling Time onto the Stick with my Talrand deck. There's no such thing as a "lame" target with Talrand; everything becomes a drake in the end!
Yeah echoing madhatter to try it out. I run 13 targets with the scepter in one of my decks and that number seems to work well. Even if it isn't exciting, it's still often good value to put things like impulse on the stick. I'd fit a couple more instant cantrips into your deck if possible.
