Looking for some budget card (dollar or less preferably) suggestions for a Jarad deck that recurs creatures and can ramp up when the grave hate kicks into overdrive.
Fatties that are useful when alive but also do something good when they get flung by Jarad, and some form of evasion are huge pluses for me. Big tokens too.
Pelakka Wurm? Sepulchral Primordial? One of the new black/green dragons? Its really a matter of how much are you willing to invest (both in mana and cash)
A few tanky guys I can think of off the top of my head (by which I mean I'm totally not scouring Gatherer as I type this ), most of which can be had for less than $5:
Doomgape: 10 power with flexible color commitments, and a secondary sacrifice engine. Ghoultree: 10 power zombie that gets cheaper to cast as you fill the grave. Demon of Death's Gate: 9 power flying/trampler that can be churned out quickly with enough fodder at hand. Panglacial Wurm: 9 power that can be tutored with Evolving Wilds. Terastodon: 9 power removal on a stick that can close out games when constantly reanimated. Fell Shepherd: 8 power removal/recursion on a stick. Cloudthresher: 7 power Anti-flying card that can be abused thanks to flash+evoke Phytotitan: 7 power that recurs itself each turn. Xathrid Demon: 6 power flying/trampler that acts as a back-up Jarad. Desecration Demon: 6+ power flyer for an efficient cost, and while he won't get many attacks/blocks, he can eat a few creatures/tokens for his trouble.
SEWER NEMESIS!! If the game has progressed enough he comes down big enough to be a one hit kill when flung by Jarad. You can choose ANY player with him, so if your graveyard is full (and/or you want to keep filling it) you can choose yourself, but you can also choose an opponent and some players/decks will really be annoyed by the constant milling too, if you haven't already flung the nemesis. I have taken out 3 players at once with this guy.
Other secret tech that I think is great for commander in general but particularly with Jarad: Spike Cannibal. At least in my playgroup, there always seems to be a deck that is putting tons of counters on a creature, and this guy steals them. It was really fun stealing all the +1/+1 counters from my opponent's 20/20 Realm Seekers (also a good cheap card for your purposes!) and then throwing the huge spike at everyone.
It's a little pricier than your specifications ($3.99 TCG mid), but Worldspine Wurm is an all-star in the Jarad deck in my playgroup. The fifteen power and replacement wurms are usually a good trade for it shuffling itself back in.
Obliterater's mana cost shouldn't be a problem if you're recurring creatures from the graveyard and not paying their cost.
Also, with Urborg, Tomb of Yawgmoth being reprinted in M15, it has become a little cheaper and easier to find, helping you with those hard black mana costs.
It's already been named, but I can't emphasize enough how good Lord of Extinction is in Jarad. Sacrificing him is literally responsible for half of my Jarad deck's wins. Make sure you're running Green Sun's Zenith as well, since a lot of your fatties are going to be green.

I'm a fan of Grave Titan. I think it's about 3 dollars now, so not exactly budget, but well worth it IMO. You could also do well with Wall of Blood if you can get a life advantage.
It's quite good at drawing cards, but your life goes to the danger zone pretty quickly with this out. It's nice to have a sac outlet like Jarad to get rid of it, or another one in case you can't use Jarad in time.
I'm going to restate that if you can find a cheap Lord of Extinction grab it an never let go. It's a win con in two different ways with Jarad. A personal favorite of mine is to cast Jarad's Orders for a Golgari Grave-Troll to the yard for dredge and the Lord of Extinction for the hand.
Ghoultree is a house. I can't tell you the number of times I've cast it for 3 mana or less. It's insane with a little dedicated dredge. Nighthowler is a great card as well, because it works double duty as an aura first. Phenomenal. Thragtusk is pure value to Jarad. Wolfir Silverheart is phenomenal for squeaking more P/T out of creatures. If you have a reliable token generator you can be flinging 5/5s every turn like a pro with no problems.
Also, as SuperMJ said, with Urborg, Tomb of Yawgmoth reprinted and cheaper, he can make pumpable critters or cards like Nightmare into insane threats, though I don't know if I would make that change. It does seem janky enough for me, though.
As far as I know, he's the only Mortivore-type creature that has trample, which is a huge bonus. Also makes your graveyard bigger during each of your turns.
In a similar vein, Kessig Cagebreakers has done work for my Jarad deck for ages now. It doesn't get big itself, but it should pretty easily drop 5+ Wolf tokens on every attack.
Looking at my own build, here are a few more suggestions:
1. Lotleth Troll: gets big quick by dumping your dredge guys and the fatties you can't cast yet from your hand. Has been invaluable.
2. Vengeful Pharaoh: gives an extra Dread effect in the grave. Can be returned from the top by dredging. Good at deterring attacks.
3. Volrath the Fallen: similar to Lotleth Troll in terms of dumping guys, but trades permanent size for WAY bigger swings, plus he starts out bigger.
I can also vouch for Terastodon, Woodfall Primus, and Doomgape (whose primary role is usually as a sac outlet that occasionally domes people for 10). I think I'm going to test Sewer Nemesis again, as I didn't realize it said "choose a player" and not "choose an opponent." Hnngh.

I already own Wurmcoil Engine, Avatar of Woe, Dread, Geth, Lord of the Vault, and Sheoldred, Whispering One. I also have an Obliterator, but I don't know if it's worth it because of that mana cost. Three of a single color is already pushing it.
Stuff like Kokusho and LoE are on the "will buy eventually" list.

Here's some creatures that I think would do well in a Jarad deck and are pretty cheap to boot: Artisan of Kozilek, Butcher of Malakir, Harvester of Souls, Soul of the Harvest, Soul of Innistrad.

Another option would be cheap equipment like Grafted Wargear and O-Naginata for that extra boost.
It's quite good at drawing cards, but your life goes to the danger zone pretty quickly with this out. It's nice to have a sac outlet like Jarad to get rid of it, or another one in case you can't use Jarad in time.
It's also almost worth pennies. Easy to get.
