i think Dragonlord Silumgar edh would be bananas but i honestly wouldnt know where to start. i was thinking maybe mind controlly stealing type of playstyle, or maybe just a straight U/B control. any thoughts on the matter oh glorious denizens of mtg salvation?
also budget would be nice but a couple high cost cards are not out of the question. i will be updating this with a decklist when/if i decide this is the route i want to go as i've also considered big momma Dragonlord Dromoka as a viable commander as well.

I think maybe some exploit would be an interesting touch. Maybe the new Sidisi, Undead Vizier sacrifice their creature and you get a tutor out of it! I think an obvious choice is Deadeye Navigator as he will work amazingly with your general (feel free to also abuse him for infinite mana if desired). Ghostly Flicker can also bounce your general to let you take some more stuff after you have used and abused your first grabs. If you plan to sac their creatures things like Butcher of Malakir would be good to double the hurt. You could also add some more creature theft with simple things like Confiscate or Helm of Obedience. General cards like those could be cool. You'd also want some graveyard recursion possibly for taking your special theft/sac cards back and maybe sacrificing their creature to just get it back again
Take their creature. Exploit their creature to Sidisi, get Deadeye Navigator, pair that with Silumgar, flicker both, steal something else, and pair Deadeye to Sidisi this time.
Your opponent can't maintain a board presence while you are doing this AND you have a bunch of extra tutors.
Any exploit creature will work in place of Sidisi, but you need to naturally draw Deadeye if you don't get Sidisi into the mix.
true and any of the myriad of tutors in black will handle establishing the combo no problem. that could be a nasty one that will definitely be included. ive been looking at some more stealy things and some fun ones ive found are Beguiler of Wills for some easy steals that get progressively more funny the more you steal, reanimate and animate dead for some black graveyard touch, aura thief for those times when you want all the enchantments, spinal embrace is funny and in the colors too so it hopefully wont be that hard to cast, clones for the double slilumgar or sidisi, desertion is just super value and funny as all get out, and mystical tutor to help make stealing more reliable.
im getting really excited about this. and the comment about the new exploit mechanics is spot on and could help make up for what i can only anticipate as a slow early game. some of these spells and creatures cost a lot and some cheap bodies with the exploit mechanic could help get this deck where it needs to go.
Previously mentioned but, I am considering something along the lines of UB control by flickering Silumgar and sac their creature. Seems strong with new Sidisi but there are plenty of other good sac outlets. Combine with Grave Pact and its ilk to really keep the board down. Perhaps with a kind of Confiscate subtheme and the new mass clone spell? otherwise tokens i think could be a more serious issue.

Ive also been wanting to build a mill deck for a while but it always seemed a bit lackluster, so i may add an exile GY effect with some mill. I think it could be very interesting indeed when chopping out parts of peoples library whilst anything that they do get to the board i either steal, clone or force the sac.
Not a good idea to throw in mill just for the sake of random mill. It accomplishes nothing, doesn't further your gameplan, and in edh just will more than likely give your opponents access to more resources.

An interesting point and I agree what slight mill is a bad idea but would argue the three following points: 1) anything they would want to reanimate is something that i would likely want to steal/ copy which in this deck is very possible. 2) Relatively few players, in my meta at least, run a great deal of ways to re cast spells. Were I, therefore, to mill out their best answer or combo piece it could leave them dead in the water. 3) by exiling the GY would prevent these kind of shenanigans anyway.
The inclusion of mill may dilute the steal/ copy theme of the deck so is more likely to be cut but as it would be more for my enjoyment I see no reason not to at least try it.

tis a work in progress. seems it may get a bit pricey so i'm thinking of putting in some of the cheaper exploit cards from DoT in (it would add some nice flavor too). maybe some other controlly type of cards. i.e. counter spells, bounce, tucks, or hand destruction. also ill be working on the lands after but i'm thinking of maybe running 39-40 total due to the higher than average curve. thanks for all the help so far i didn't even know some of these cards existed!

so ive amassed quite the slew of interesting names here and im gonna need to make some cuts. i already have a pretty good idea but if anyone has any suggestions at this point im all ears. i'll work on lands after i cut it down to 60-61.

So i cleaned up the list a bit. cut some stuff, put some stuff in the right spots, etc. Feel like i'm about ready to start gathering these cards together, of course after i figure out what non basic lands i want in there. some cards i would like to have in the future but were too expensive for me right now were: Treachery, Bribery, Gilded Drake, maybe a Demonic Tutor as opposed to a Diabolic Tutor. I'll probably have the finished list up by the end of the day and built most of the way after a trip to the game shop. if ive made any glaring errors im missing let me know otherwise i feel like this came together nicely.

Awesome start. Silumgar (or as we call him, Slum Daddy) is a great card in the command zone. I would recommend straight up sac outlets instead of exploit creatures. For example, Ashnods Altar and Phyrexian Altar are the best because they are free to activate and generate mana. I also like Fallen Ideal a lot as a sac outlet. It will go back to your hand most of the time and will give a small opportunity to win via commander damage.
Crystal Shard is another great card to think about to support your flicker effects. While not as cost-efficient as Conjurer's Closet and the like when it comes to resetting Silumgar's effect, it's a great way to avoid removal spells and get around paying Commander taxes. It can also play double-duty as a way to get some tempo against a tapped out opponent.
