Here is a card I am surprised doesn't actually see more play, at least from what I have seen.
One of the very very few cards that came out of Journey for me, and honestly...I absolutely love her. Cheap, a decent sized rear end, and she knows how to get you exactly what you want. And the art is gorgeous. Yeah, there's the usual untap shenanigans you can pull, I've certainly used my own Maze after swinging with her in order to grab something I need then and there, but even then you're usually pretty safe to swing in with her against an empty board or a few things that either won't kill her if blocked or likely won't bother blocking her, combine that with protection from swords or other cards, she has a bit of staying power.
I've had a lot of games turn around after getting her off a few times, dropping cards into the yard I don't need at that point in order to grab a sword, removal, a more universal tutor, a creature, sometimes even going and grabbing Yawgmoth's Will and taking advantage of everything I just stocked my yard with.
I dunno, maybe I'm crazy, but being able to, more or less, transmute anything you want once per turn seems really really good.
There are already more amazing tutors available than I typically want to play in a deck.
I want to like Disciple of Deceit - if I was on a budget, I'd be all over it - but the fact that it may die without doing anything makes it too unappealing to me.
As with all cards with inspired, you have to be able to both swing and untap to get use out of its ability (barring interactions with other cards), and that's quite difficult with a 1/3 unless you start with it in your opener. It's going to be very difficult to pull this off beyond turn two or three. That's an extremely conditional tutor compared to the options you already have in u/b.
I'm very much considering it as a pauper commander, for what it's worth. But that's about it.
It seems amazing if you can ever actually untap with it. Dump a choice card in your yard, and tutor up a combo piece. I'm sure there are entire combos it can enable by itself (dump combo piece 1 in the yard to tutor up combo piece 2, which somehow works with 1 in the yard).
But as others have said, protecting it for an entire round seems difficult. I think I'd play it in the new bug general though, as just another way of getting juice out of his ability.
It is very good in my phenax mill deck. So having it tap (and untap is fairly easy.).
You pretty much will never have a bad turn as long as you untap with this, except if you only sit with high casting cost cards.
Pretty good at blocking bears and providing 2 devotion. Has no immediate impact and requires some board-state to function, so not the best option you have to be honest.
If opponents run must-answer cards, dumping a creature to fetch that answer is pretty good.
Abit winmore though, as it pretty much turns good hands into better hands, if you are flooding this does nothing.

It's better if you have "Tap target creature, do X" effects, such as, say, Earthcraft. Attacking with the disciple is suicide, so you gotta work around it.

I would use it in any UBx deck that interacts with the graveyard, has madness, or has a lot of tapping effects. Would be happy to use this with Big Game Hunter.
I play it in Standard, and I think it sorely underused. There is a lot of convoke in the format, and it lets me play 4 copies of essential cards and 1 copy of tutor targets. Redundant copies of essential cards become niche cards perfect for whatever situation.
In EDH, I think there are a lot of good options, so I would only play her if there is synergy with the deck. In an Esper build, for example, discard Reveillark and tutor Karmic Guide.
For his colors, you have access to some of the most solid tutors (all the black tutors, Mystical Tutor, Personal Tutor, etc). He needs way too much support to get off the ground and typically you only need to tutor for one card to make all the difference.
Yeah, you can throw Freed from the Real/Pemmin's Aura on him, but there's so many better tap effect cards that I would abuse with those two.
