I had the idea to create a U/W EDH deck that would just totally mess with the game and the players, without much of an attempt to actually win. I'm looking for card ideas that are somewhere along the lines of these:
Basically, any U/W or Colorless card that has the potential to make people groan or laugh, or say "What?!?" or "This is ridiculous" or are just funny/weird is what I'm looking for. I've already looked through Conspiracy, so I'm looking for cards from other sets.
Opposition, Cowardice, etc. - Tappety Tap or Bouncety Bounce, either way you can really mess with people. There are tons of repeatable tap or bounce effects that you could use.
Why U/W? When people build this deck (and it's incredibly common, regardless of what the creator thinks I actually think it's tied for the deck I've seen the most with Kaalia) they do WUR.

Well, there's good ol Knowledge Pool combo-ing with a certain law, a certain laboratory, and certain ethersworn creature. All four cards probably mess with the game enough on their own to merit inclusion in the deck as well.
Is it a crime to be different and not choose to be a carbon copy of everyone else? I chose U/W because I wanted to. I'm perfectly content making mine unique from other peoples' creations, and I, in fact, prefer it. No one in my local meta plays this color set alone. Most have done Esper W/U/B if using U/W together. I do face a lot of Blue and Red players.
This deck is meant to screw with the game. Despite having a lot of funky cards for this purpose, Red is also an aggressive color, and that's not what I want. I have my Modern mono-red Burn or R/U Controlled Burn decks for that style.
Some of us, as a rule of law, do not like to perpetuate certain unfun combos, even if it's just theory in the arcane laboratory that is MTGS. . . there is no way to shoehorn "ethersworn canonist" into this.

Thanks for the first suggestion of Knowledge Pool. The rest are too vague since I don't actively study decklists and all that stuff. I'll assume the Law is Rule of Law, and the Ethersworn creature to be...Ethersworn Canonist which I've never seen until now.

I don't want to have to deal with using a tri-colored deck. I use Mardu for my Standard deck, but I still prefer 2-colors over 3.
(Although I love the idea of using Goblin Game...)
You could also consider Conjured Currency if you really want to mess with the board state.

If I go red at all, I'll likely drop white since I don't really want to deal with 3 colors of mana with how high the avg CMC is gonna be here...
I assume you're using Gwafa Hazid, Profiteer, right? Other than him, Grand Arbiter Augustin IV is a good "ha ha, I'm making everything miserable" general. But I like Gwafa since the counters don't actually go away, so you can recast him and his effect will immediately resume.
Some pillowfort cards like Aurification would be a nice idea. War Tax lets you Propaganda for all of single players attacks, rather than all attacks against you. Illusionist's Gambit and Reins of Power can fit in well; reins can even donate some creatures to a person being attacked by another opponent.
Holy Day et al will be good to save someone for an attack to provoke retaliation.
Legerdemain is an often unheard of card that can get some laughs. Avarice Totem can achieve a similar effect by investing 10 mana to steal something and keep the totem or 15 to exchange two of your opponents' cards.
bear in mind that you can only end up tapping them for U, W, and x. but yea its pretty good card that one, until your opponents remember that they don't suffer from mana burn anymore and activating mana abilities can't be interacted with.
but at least you can stop counterspells, end of turn trickery, so on.
Rules changes have nerfed Piracy pretty badly. Now you'd almost need it to be a instant, so you could cast it on your opponents upkeep for a silence effect for UU. Instead, it's just, "counter me, or just float all your mana make sure to cast any spells you want before the end of your opponent's first main phase."
Okay, silly things in blue. I have to say a lot of the effects here I'm seeing lean more towards stax than silliness. Check out Eye of the Storm, and Forced Fruition. They get silly fast, and troll the table without the overt hatefulness of something like Humility.
I must admit, I'm quite surprised Shahrazad is still considered legal for Commander since she has been banned in every other format...
Shahrazad is not legal in Commander. Any card banned in Vintage is also banned in Commander. This is why Ante cards, manual dexterity cards, and Conspiracies are also not legal in Commander.
