Just looking at your list I think that it's more that you run some really low impact cards that aren't getting you anywhere. Card draw is good, but if you draw cards that don't do anything to further your game plan.

A lot of people don't like them, but I'm partial to Wild Guess and Tormenting Voice. Also, since you're playing a tribal Soldiers deck, Steelshaper's Gift is probably worth it just to have another copy of Skullclamp.

Well, you have two things going on here... you have Soldier Tribal and you have Tokens. Cards like Figure of Destiny are bad because they don't support both themes as well as something like Captain of the Watch. So, I would look at every card and ask myself, "Does this card back up BOTH of the themes I have going on in this deck?" If the answer is no, chop it.
So...
Figure of Destiny - Nope.
Preeminent Captain - Nope.
Daru Warchief - Yup! See, this is a perfect card for the deck because it makes your tokens bigger, is a Soldier, and makes your Soldier's cheaper. (Just wanted an example of a good card)
Catapult Master - No. I get the appeal, but you want your soldiers involved with combat. This guy says "me and 4 other dudes aren't here this turn."
Archetype of Aggression and Courage - These don't actually do anything. People aren't blocking that much anyway - this includes you. Legion Loyalist is a better option.
Glory of Warfare - I love this card but have never managed to make it happen. For 4 mana it could say "Your creatures get +2/+2" and we'd still be on the edge about it.
Balefire Liege - Not enough RW Spells to get value. If it triggered on ETB of W and R then sure, but on casting? No way. 5 mana for a basic anthem most of the time? Nope.
True Conviction - You want the Doublestrike more than Lifelink.
Ranger of Eos - Not enough targets. Add 3 more and go for it. But right now you have 1 that seems worth getting.
Journeyer's Kite - You don't want to waste mana doing this. Just put Land Tax back in - it's the best draw you have in the deck.
Gilded Lotus - 5 mana? Ouch. Try a Boros Keyrune (double striking soldier on a rock is sweet), Fellwar Stone, Mind Stone, Darksteel Ingot, Mana Vault, anything that costs 2.
Tectonic Rift - Huh? If you care about blowing up lands I can help you with that too, but this is not the way to do it. If you need a spell based answer even Raze is better.
Master Warcraft - There are a couple of cards in EDH that we all have to come to terms with. It's a rite of passage to realize that Master Warcraft is a piece of *****. It just never does anything.
Seize the Day and World at War - Rage Reflection gives you about the same effect for a lot longer for only 6 mana. Gratuitous Violence does too. You want extra combat steps if there's a twist - like "when this creature deals combat damage do this thing..." effects or Savage Beating making it more like 4 combat phases. Gisela (although she is pricier than most of what you've got going on here) is going to give you more mileage than any of these cards though.
Serra's Sanctum - Put a Stripmine or any of the RW duals that don't come in tapped.
I have a Boros Gisela deck. I run both Sensei's Divining Top and Crystal Ball to get some control over the top of the library, which is almost as good as drawing cards since you can get rid of bad stuff. There's Darksteel Pendant also, but I don't have space for that one.
Once you've got some manipulation like that, Druidic Satchel can become virtual card draw as well as ramp. If you've got the manipulation and make all of your basic lands Snow-Covered, then Scrying Sheets can also draw some cards and only takes a land slot.

Prophetic Flamespeaker can function as pseudodraw. Stonehewer Giant will at least create advantage, so will Taj-Nar Swordsmith (Also a soldier!)
