Edric is probably the only deck running a bunch of one drops that plays like you're describing and has much of a chance at a win. You could try some kind of Ezuri, Renegade Leader elfball as well.
Strategies like that generally don't do well in commander because you have to take out a table of other people, all of whom start at 40 life and most of whom will have some number of board wipes in their deck. If you're willing to go a little bigger, Xenagos, God of Revels is a more commander-sized fast deck, and the creatures you run can be very cheap. Toss in a few mana ramp spells (elves included), a few big creatures that have trample/ways to give them trample, and start smashing people.

i'd agree with the general sentiments on this thread.
if you want your vision of an aggro (possibly edric) deck to get some steam off the ground, i'd kinda spread my mana-curve slightly above 1. (say have a mass of 1-drops, load of 2-drops, and curve out at say something epic at 5-6 costing). that way, if you run out of steam quickly (which aggros generally do), you still might top-deck some threat that is threatening to other players as the game goes on.
also, its a tad pricey, but dolmen gate is surprisingly useful, since it lets you attack relentlessly, and if you're using edric, keep drawing cards to fuel your next round.
Voltron is the defacto "aggro" strategy in this format, in my opinion. Instead of "going wide" by playing a bunch of dorks to swarm, it aims to "go big" with one huge creature (your general) that only has to deal 21 damage as opposed to the normal 40. Uril, the Miststalker, in addition to being both red and green, is a good starting point for this purpose. An easy and cheap way to build him is: Ramp to get him out as early as possible+auras(particularly ones that give him evasion/defend him), and a handful of utility spells/creatures. Like swarm aggro, the strategy is quite the glass cannon, but can be effective if your opponents are unprepared.
If you're absolutely set on a swarmy deck, then Edric is your way to go. If you'd be okay with a token strategy, Rhys the Redeemed can be quite fast as well.
I think for specifically for RG than Gahji, the honored one is your best option, cheap creatures, tokens then just stack anthems, there are a lot in Naya colours and go to town. Just remember to have some recursion to run eternal beat down.
I have a Deveri bird tribal deck with 1 6cmc creature (Crookclaw Elder) and everything else is basically a 1/1 flyier for 2. Blue gives an aggro deck so much card draw to continue the beat down after the boardwipe.
I'm also on a budget. Preferably in the $20 range, but I'm willing to go up to around $35 if I have to.
I'm looking for a deck that uses low-cost Reds like Mountain Bandit and Monastery Swiftspear or Greens like Elves like Fyndhorn Elves and the similar ones, or White.
Maybe even Red/Green, or Red/White.
Or Green. Or Green/anything.
Though, if these ideas aren't good in Commander, I'm flexible with anything else that's fast and budget-friendly.
This, especially if you're on that tight of a shoestring budget. Edric's sleeving up a bunch of 1-drops and going for the throat.
Seton has some interesting play, but you'd need to pick up the monocolor staples.
Outside of specific commanders, 1-drop mana dorks/guys that attack are pretty miserable in this format.
