A friend of mine and I are working on a Higure, the Still Wind deck for him, as some of you recall, and I told him I would use my connections to figure stuff out.
Just so you guys know what we are working with; So far his deck includes all the mono U Ninjas, cards like Faerie Imposter, and cards like Wingcrafter; the U Soulbond dudes who easily recycle their abilities whenever their ninja friends bounce themselves.
It is:
-a more casual deck, as I told him to get his feet wet before he jumps into the EXPENSIVE MAGIC COMMANDER CARDPOOL!
-An Advantage then Voltron deck; basically, Higure is the only Ninja that actually will try to stay on the field, being unblockable and tutoring up other ninjas while winning via Commander Damage.
We are testing out some Cipher cards (As they are readily available due to being just released) and finding that as long as you can prevent board wipes and give Higure some Hexproof, he can pull in some work with those things. Any help would be appreciated.

Well, I try to run as much artifact ramp as possible in non G/x decks, so things like Basalt Monolith (which is easier to pick up now since it was in one of the C13 precons) and other cheap artifact ramp. Also, don't forget that is can copy creatures, so you can always just make a copy of one of your guys then use it next turn to ninjitsu in a ninja from hand.
If it's a Voltron deck, first thing that comes to my mind is stat-buffing equipment, particularly Sai of the Shinobi/Ronin Warclub since those also stick to the ninjutsu'd ninjas. But any big stat stick copied can make Higure voltron-lethal in quick succession if he's already unblockable.

I think it would be funny to see Staff of Nin repeatedly copied to become serious removal for anything toughness 6 or less due to multiple Stolen Identity copies.
It may not be an apple a day, but a Gilded Lotus a turn keeps the...opponents...attacking you, I suppose.
Depending on how casual the group is...maybe try Sculpting Steel on the battlefield, but not copying anything. That would allow potential cloning of opponents' artifacts.

Yep. Like that's a reason not to be nutty though! Sounds like this deck's meant to be a learning experience and intro to the format. Why not show some of the needless, but amusing, randomness?

Having a swathe of Chalice of Lifes could be fun considering you could easily turn them into death machines... but this would make you a big target I suppose... still, just another artifact to add to the pile!

I'm not sure how well tokens handle transform rules, so that may be something to watch out for. That said, you can always copy a transformed Chalice of Death and be fine. Dimir Keyrune (and a few others) might also be a potential target to copy, since it becomes an unblockable creature to trigger Cipher with; though again, copying effects can be weird sometimes.
Courier's Capsule or Mind's Eye for tons of draw maybe? They do require some extra investment though. As the deck is at least partly Ninja tribal I couldn't help but think of Coat of Arms as well, but of course that requires the Ninjas to actually stay on the field.
Obviously Sol Ring/Mana Crypt are prime targets, as are Caged Sun/Gauntlet of Power, but what else goes good with it?

Blade of the Bloochief can get silly amount of counters on Higure, let alone two.
Blood Clock can keep your ninjas coming back to your hand while positively messing with everyone else.
