So I'm thinking I could play a UWR version, a UR, or even a mono blue version. I'll pretty much consider any color combination as long as it isn't Esper. I'm shying away from an Esper artifact deck because it's overdone and I've done it before myself.
As others have said, artifacts are really quite versatile to base a deck around, and you can do it in pretty much any color. I can personally testify to how strong Glissa, the Traitor and Jor Kadeen, the Prevailer can be. My Glissa artifact/recursion deck has inspired imitators in the local meta, and my Jor Kadeen metalcraft-infect deck is often scary-fast.
Really, saying "I want to make an artifact-themed deck" probably isn't going to get you very far, as that can mean any number of things. I would ask "What do I want to accomplish via artifacts?" and use that to guide you to the right general for what you are wanting your deck to do.
for a while I was thinking of using Kruphix, God of Horizons for an artifact deck since he/she store colorless mana which artifacts love. Also Green Blue is one of the best color combinations, if not the best.

Just to clear the air, I don't want to base a deck around lots of creatures. I don't want to play a bunch of equipment. A few may be fine depending on what general I decide to play. I was mostly looking for any decks that used artifacts as the main theme. Obviously, that isn't a lot to go on, but I figured you could throw a couple lists at me or suggest some generals that work well with the said strategy. I don't want to just sit around until I can go infinite. That's the reason I excluded Arcum Dagsson from the list because that is what he tends to do. I don't want to play a scarecrow deck, but that doesn't mean that I can't play five color. I think I want to play with cards somewhat like Trading Post and Unwinding Clock maybe. Cards that at least interact in that sort of fashion. Maybe some Mirrorworks too. I just kinda want to sit around and control the board with artifacts, but I don't want to hard lock anyone so Nevinyrrl's Disk + Darksteel Forge + Mycosynth Lattice is out of the question.
A new guy in our group will try to build a grixis artifact themed deck.
I had a Thrax over so i gave it to him. In grixis you can use the new Kukresh that can copy artifacts activated abilities.
It's gonna be really beginner friendly, so we'll see how good it'll be.
While he sounds bad, he's actually a T1.5-2 commander due to stack shenanigans. Build him Stax and have fun.
I second Mishra. I have played mishra for just over a year now and love the deck to death. It abuses the stack and trust me Grixis gets some really nice artifacts. If you want a link to a list I have one in my sig.

I do have a foil Mishra. The only Mishra deck that I've ever seen played was one that's only win-cons were Darksteel Reactor and Jinxed Choker, Most of the other cards were cards that were specifically bad in commander.
