Im pretty set on either Sliver Overlord or Sliver Queen Sliver Overlord Walking toolbox with a 7/7 body and creature type nobody wants to play against Sliver Queen enables some combo elements imediate access is good in a more combo based build Sliver Legion walking coat of arms only affecting slivers with a 7/7 body quick damage is the game Sliver Hivelord only a 5/5 but we can play all the board wipes and really piss everyone off Mistform Ultimus honestly i would play this if there were more blue slivers.
Queen and Overlord do nothing unless you untap with them and can't protect themselves (other than their 7 toughness), so they are pretty easy to rule out.
Legion will steal some wins, but your opponent sees it coming a mile away.
Hivelord grants you immunity to all good sweepers except Terminus and Toxic Deluge, and immunity to many mediocre sweepers too (really only Hallowed Burial, Mutilate and Final Judgement get it in the mediocre tier). It shores up the biggest weakness of a Sliver deck, and while it's not explosive like Legion, that's fine: your other slivers have no trouble being explosive.
Overlord is the clear winner for me. Being able to tutor for all the other sliver legends is a clear advantage, plus it has a fun board theft combo with Amoeboid Changeling.
Sliver Hivelord I feel is too good to pass up. Not only does he provide a very solidifying core to the deck but he is new and the art looks awesome. He may only be a 5/5... but nothing ever stays its original power and toughness in a sliver deck so I wouldn't worry about that sort of thing at all.
If you are looking for an objectively 'best' Commander, then Sliver Overlord is indeed your best pick. Tutors are powerful in the format, especially when dealing with Slivers, as they are naturally designed to make you want to find and play certain combinations of Slivers. The raw card advantage he provides is hard to oppose (as well as the shenanigans you can cause if you use cards like Imagecrafter or Amoeboid Changeling), unless you wish to build a particularly aggressive deck. As for the others:
Sliver Queen is great if you want to have a token theme on top of your sliver theme, and is great if you prefer slivers with ETB/Sacrifice/Tap effects as opposed to static buffs or defensive cards like Hibernation Sliver. Sliver Queen probably requires more non-sliver cards to work efficiently, but still makes good use of extra mana, and isn't particularly hosed if a combo is broken.
Sliver Legion is great if you want to have an aggressive deck, particularly in 1v1 matches. If designed to be at the top of your curve, it's reasonable for him to always be conferring a +3/+3 or more to your creatures, and can devastate slower players. He's also good buddies with the aforementioned Queen.
Sliver Hivelord is great if you want that new sliver smell, as well as if your group is known for being removal happy. As you said, it allows you to play a certain number of board wipes; which can usually be pretty hampering for a sliver deck, and doesn't have to play particularly aggressively, as Queen/Legion imply. If you want to play sliver combo, Hivelord is a reasonable choice, not counting Overlord of course. <_<
For me, it should all come down to what style of deck you want to build, and how reliant on drawing/playing slivers you want to be:
Combo/Control + Highly reliant on Slivers = Sliver Overlord
Aggro/Tokens + Less reliant on Slivers = Sliver Queen
Aggro/Tokens + Highly reliant on Slivers = Sliver Legion
Combo/Control + Less reliant on Slivers = Sliver Hivelord
Sliver Legion will allow you to get wins with your swarm of small slivers where the others will need more set up. Overlord is good, but for a tribal general, the Coat of Arms effect really adds power to the swarm.
You can always try them all and see which is best.

I used Overlord, and it was great. However, seeing it as your general was very polarizing to the board. If being the Archenemy is not to your liking, I would stay away.
I chose Legion when I rebuilt the deck for my fiance. It tends to get a far less negative reaction thus far, and lets her focus on aggro. The deck runs well and she has had good experiences.
Hivelord is pretty awesome, and I am almost certain it will be taking its turn on top. Particularly as she hates having her things blown up...

Everything in Lycoris' post was pretty spot on. The only thing I would add is that Sliver Queen would be good if you're going for a combo deck too. She combos incredibly easily. Sliver Overlord will probably be the best bet if you're trying to make the absolute best sliver deck you could go for. Sliver Legion seems like a fun commander if you are going for a more casual/more aggressive build, or just don't want to go for the most obvious sliver generals. Sliver Hivelord seems really good too. Just don't be surprised if your meta starts to shift towards more tuck/exile effects.
On a side note, can anyone tell me why they decided to make sliver effects one sided? Doesn't that kind of defeat the entire flavor of slivers?

IIRC, the old Slivers were all one hive, whereas the new slivers are seperated into multiple hives, hence why they only give the bonus to friendly slivers.
I could be completely wrong, but that's how it was explained to me.

I'd be surprised you weren't able to win with 13 untapped mana and Overlord out. Plus most opponents would have something ready if you have that much mana open, whether it be a counter or a steal.
Flavor Choice, also Tutor generals are THE MOST BORING, Hivelord is not a Sliver deck leader and Legion is a much better surprise LEGION than as commander.
i imagine that with overlord, you'd be less of a target than with queen (since people would presume you aren't playing 5c goodstuff/combo)
I would disagree with this. I target Sliver Overlord much harder than I would target Sliver Queen. Overlord's tutoring and stealing ability can be crazy powerful. Any combo Queen can do, Overlord can also do while being able to tutor for pieces and protection. That isn't to say I wouldn't target the Queen too, since she is usually a combo deck whenever I see her.

I think people theorize rather than play with Overlord at the helm, and this in part explains the broad preference for Overlord over Legion or even Hivelord. I've never piloted a sliver EDH deck myself, but I've played against plenty online and my friend has a sliver EDH deck that he's had since we first got into the format many years ago (he switches the general up between Overlord and Queen and sometimes Legion). The problem with the other sliver generals, that I've noticed, is that I can't see them being able to do anything that Overlord couldn't also just set up. Where he falls short for being mana intensive, he more than makes up for with consistency and adaptability to situations.
Please take a moment to look at the Sliver EDH/Commander deck I built after being tweaked when M14 launched... and once I see all the new pieces I'm sure more changes will be made.
The commander can change up between Legion or Overlord, but when I can simply drop in Overlord and seek Legion next I find it better for adding any pieces need to fit the board at the time, which having only an agro Legion can not offer...
Either way, have you worked on the combinations of slivers your going to use? Not ever sliver is helpful and I was surprised when I found the cannon effect within the time spiral bred that unless it countered ends the game and stops other sliver decks cold.

I get your point what you mean. It can be boring, but it is actually answer for everything. Depends on how you build your deck, but my slivers can go from aggro through pillowfort to massdestruction. Depends on what answer do I need. Hivelord will be boring in a while, you will see that.
