We all know and love our tutors. For some reason though, I had never heard of this card before. I think with all the talk about the top tutors of the format this card just got pushed to the corner to collect dust.
As a mono-U player primarily, having a tutor that can fetch my commander in a tuck heavy meta works wonders.
It more or less reads "Search your library for your Commander, put it in your command zone, then shuffle your library. Any opponent may have you put that card into your hand. If no player does, you draw three cards."
Seems pretty dandy to me. Especially if it has like 4+ counters on it, your opponents might not want to put it in your hand to avoid removing the tax (albeit temporary).
There are better ways to get your general back, and actually devoting spots to do only that in your deck isn't really handy.
Do you play Concentrate? if yes, would you play Concentrate if it also exiled a good card out of your library?
Something like (you suggested) Vedalken Aethermage is way better as it also tutors for other wizards.
I'd opt for any transmute card as well.
That interaction is far too fringe to seem like it's worse playing what equates to a worse Concentrate. I love niche cards, but that's really hard to justify.

I use Riptide shapeshifter in a deck or two. It is a really fun card. I play it even if I have 2 or 3 of a certain creature type I like. Its not the best "goodstuff" creature. But it is pretty versatile, and works at instant speed, and puts the creature right into play. I am never unhappy to see this card. It can always get me something to help out.

I think distant memories is a fine card. At first glance it appears that always be getting the worst of Diabolic Tutor and Concentrate but that isn't how things usually work out. Depending on what you're digging for it's usually just a diabolic tutor. It's not hard to convince a player at the table to allow you a removal spell or something as long as you can convince them it's for the good of the game. I use it in Keranos to grab removal all the time. Also as you mentioned it has other niche applications. It's a fine card in my personal opinion, not amazing but still pretty good.
Unfortunately every try hard from Sacramento to Shanghai preaches from the top of their 27 lands + Mana Reflection that Tooth and Nail and Time Stretch are fine to play in the same turn but Armageddon is unfair.
I don't really like it. If you are ahead, you draw three cards and exile the card you wanted/needed or get a card you don't really need. It is terrible in a combo deck, because basically it can only find answers when it benefits another players more than it benefits you (sometimes it will benefit you both equally). It can never find win conditions.
Never knew this card existed, I love the art. It does seem like there are better choices for tutors, but in mono blue, even in a toned-down deck this could be a solid choice for tutor/draw. 4cmc puts it right on the tipping point, though.

So is it a very viable option to use in mono-U to get your tucked general? Or are there other options to be focusing on ala vedalken Æthermage, knowledge exploitation and long-term plans for example.
