Any ideas on what to play to make Nekusar as unfun for the Nekusar players as it is for me? At this point I am willing to build anything that is as brutal and punishing as possible for Nekusar Trolls, I am sick of getting milled. Azami? Oona?
If he's primarily milling you out, discard outlets plus Eldrazi is a good way to keep your deck replenished. Laboratory Maniac + Scout's Warning is a good response to him trying to lethally deck you.
Mostly though, Nekusar players win by pinging you to death.
Some good solutions: Horizon Chimera - Gain life for every card drawn to counteract him Justice - Make him hurt himself as well Sphere of Law - prevent any damage that you'd take Urza's Armor - Also stops any damage he'd deal you Tomorrow, Azami's Familiar - Replace draws with mini-Impulses that don't trigger him (also stops you from getting decked)
Any early lifelink type cards like Spirit Link, Soul Link, and Armadillo Cloak - You gain life equal to the damage he's dealing

also, wheel of sun and moon can be quite interesting... for my part, i would build a Gaddock deck, this little guy will screw almost any strategies your opponents have...

I fear I won't have much time to play Magic these days.
I get to watch worlds develop around me.
I get to watch great leaders, terrible oppressors, and trend setters rise and fall.
Limited, Standard, Modern, everything is a different playing field I feel I can observe, but will not actually touch.
I look forward to the stories I will hear.
And more so to the ones I will watch unfold first hand.
Isn't the unknown exciting?
Err, I see everyone linking answers to when he's got his boardstate, how about a simple Swords to Plowshares? He's drawing you cards, just make Nekusaur cost five million mana.
And Hinder, Spell Crumple, Cyclonic Rift. Humility.
You know, cards that can help when playing against other decks too?

The Nekusar deck in my meta has so much redundancy that killing the general barely matters. Cards like Urza's Armor are your best choices, and Tomorrow, Azami's Familiar. You can also use stuff like Pariah's Shield to redirect away from you.

I guess I should have mentioned my brother plays nin so the cards actually help his game plan of milling via removal.
Their wheel effects will always be either blue or red, so Red or Blue Elemental Blast or Hydro and Pyroblast can counter both Nekasaur and the wheels. There are also a few counters which counter sorceries for U, but the name is not coming to me. They'll usually want to power out their hand before they Windfall, which means that timely counterspell can but them in top deck mode.
It really depends on how the Nekusar decks are built, but since I see that you're primarily a Green player I would suggest something like Abundance. The neat thing is it doesn't trigger Nekusar's abilities since you're never drawing. Granted, if you want to get incredibly mean I would possibly try Possessed Portal. With anyway of creature recursion or creature generation you can put them in a nice little lock.

My List of Current Decks: -Modern- WMartyrProcB BBurnR -Commander-
I don't think I have played against a good Nekusar deck. With that said, I think numerous cards exist to stop the deck.
General tuck via Warp and Hinder seems worthwhile if Nekusar himself does you in.
I do not know about your meta per se, but if Grixis is a popular archetype guess what? They lack tools to beat enchantments. Your potential new best friend? My personal favorite card in Commander (besides D Tutor): Bloodchief Ascension.
Think about it. Assuming they can't remove the Ascension, an active Nekusar will level up the Ascension every turn. Want to cast a Wheel once it has three counters on it? Try not to laugh about it.
Another thought I had triggered by what Moneystax said. Aura Shards really shuts down the Nekusar deck in my group. He relies a lot on artifacts and enchantments, so If I can keep him from having any the deck is a lot more manageable.
...reading all this, I just realized that my Tomorrow, Azami's Familiar can just grin and croak happily towards Nekusar. One more reason to love the spirit frog <3
In my experience, a lot of Nekusar decks tend to be so focused on their 'Nekusar + wheels' gameplan that they are light on removal. Find a way to make your draw-replace effect shroud, hexproof or indestructible and watch the Nekusar player squirm.

I'll second the Abundance recommendation, and also the benefits of tucking. Most of these decks fold up pretty hard without Nekusar.
In my Rune-Tail, Kitsune Ascendant deck, I run Palisade Giant for just such a matchup.
Something a bit less tech though, you could just focus on tucking him when he comes out and punish opponents with cards like Underwolrd Dreams but its super tech as well lol.

There is always Stuffy Doll + Pariah's Shield.
They usually need some Megrim type cards to pull out a win. Enchantment removal is good. I like Peace and Quiet and Aura Shards.
Personally I use Vedalken Shackles and treachery to do it.
