Ok, so this land can only produce mana (normally) only if it was drafted. So is this card useless in standard non-cube/draft EDH?
Will players allow this to be used as an as- Paliano enters the battlefield in lieu of the draft trigger?
My group won't and even if you do house rule it who is going to let you have a second command tower? Unless you're running 5C it will at most give you one color that you need and 2 colorless.
[EDH] It's built to be a casual format and to a specific vision, and if you don't like the vision, there's nothing wrong with that, but it's not going to change to accommodate everyone. Big tent is not a goal.
I love the art design on this card, which makes me sad that I won't be able to really use it in anything outside of draft & cube. Personally, if it's something you really wanna play (cause you get a foil copy or something), I'd see if the people you play with would let you use it as a proxy of Command Tower (especially if you own a Command Tower). Or maybe as an Exotic Orchard, since that's probably closer ability wise.
I'm beginning to understand where some people were coming from when Command Tower was first spoiled, though on a somewhat larger scale considering the number of cards that will become draft/cube only with Conspiracy. That said, I'm still fine with letting other formats get some much deserved spotlight, so it doesn't really bother me.

Indeed the only reason it works in draft is because your opponents don't necessarily know the colours you are drafting, and you may consider splashing cards if you have this as mana fixing. In Commander everyone knows what colours you are playing before the game begins, and it's highly likely that on ETB they would not give you mana of the colours you need. It's nice that you could have a single colour land of the colour you need, but it's not really colour fixing with this proposed house rule.
(It might be interesting though to have a land that allows you to choose a single colour when it ETB so it's always the colour you need the turn you play it, but then it functions as a 1 colour non-basic land for the rest of the game - would have to be legendary to avoid memory issues).
We have Command Tower and the like to fix our mana just fine, I'd never allow this period cause it's a cube only card in my eyes, which is a draft format.
No, it's a useless land. It's less than useless - it's not made for this format. It's null.
Not every card has to be viable or appropriate for every format.

Lots of Negativity. I'm fairly sure that my playgroup will allow it to be used as an ETB effect, so 5c decks can run it for fun and interactivity. Anything that lets other people do stuff on my turn, as opposed to the other way around.

But the art is so good! I was actually kind of sad when this was spoiled because it can only be used in drafts. It's basically only cool for drafts and for cubes.
It's fine though. Mana confluence art is amazing and the card is superb for fixing colours. I'm certain that cube owners are gonna have fun with this set.
Exotic Orchard pretty much accomplishes the same thing as a house-ruled Paliano. As far as I am concerned, you might as well have a house rule that says Mana Confluence and City of Brass don't cost life.

I just don't see the point though. There is no shortage of good lands for mana fixing, and most are fairly budget. With the right deck you can make even make an all basics mana base work a lot of the time.
House ruling this will never provide you with more than one colour of mana you need, unless you're playing a five colour deck or your opponents feel sorry for you for playing cards that do nothing.
I just don't understand why this wouldn't just be taken at face value as a draft only card...

And I will use Fractured Powerstone's second ability to add 2 mana to my pool when I'm not playing Planechase since that's what a dice roll costs in Planechase? I'm playing Primeval Titan with the clause that it can only fetch basic lands since it was banned for abusing non-basics? Sure, you can make up your own rules but please let me know where we draw the line?

I'm all about house rules for social interactions and stuff, but it's a slippery slope to be literally changing the text and functionality of cards to make every single card playable in every single format. If I'm given the option to vote for or against a house rule where someone can turn a draft card into a constructed powerhouse - untapped tri land with no drawbacks for 5C? Another dual land for 4C? That's exactly the colors they need right then? - I will vote against it.
Paliano isn't meant to be played in non-draft formats. Full stop.

I like the idea that maybe we could have it basically read:
"When Paliano enters the battlefield..." Instead of when it's drafted. It'd be interesting politics. It'd still be debatably strong, but not really any moreso than a fetch land, in that it always gets one color of your choice.
I'd personally have no objections, and I don't know if more than one specific person in our group would care. In general I think nearly no one showing up on Saturdays takes it seriously enough to say otherwise. I'm personally not gonna bother with it myself.
