I'm building a RW aggressive weenies deck and I'm looking for as many "rules bears" as possible.
Rules bears are what I call low CMC creatures (Ideally 3 or less) that impose restrictions on normal gameplay.
For instance
Grand Abolisher is bear sized and bear-costed, and restricts my opponent from playing spells on my turn. Spirit of the Labyrinth is bear-costed, and restricts drawing. Aven Mindcensor is neither bear-sized or costed, but is 3 cmc and under and restricts tutoring.
Kor Firewalker gives you life for whatever red spell you or your opponents cast. Suture Priest is a pain for token decks. Then there is Glowrider which is Thalia number 2. Also... i know she is "4 mana" but she cause a road bump for sacrifice happy decks. Angel of Jubilation.
Then you have the red and white Archetypes from BnG. Both 3 mana. The red one makes your opponents lose trample while you gain it. The white one makes them lose first strike while you gain it.

To the people that say that a card needs to be a higher rarity because of Limited... I hate you guys so much. I present to you with this.
Magus of the Moon and Zo-Zu, the Punisher are kind of right up your alley. True Believer is also there a little, but other than the one's you've mentioned, it's hard to find things that fit your criteria.
Those are usually called "hate bears" and are usually in GWx Decks. There might be some Naya versions out there that will give you some ideas.
Beat me to it, but I'd also like to point out that there's a good hate bears primer in the modern forum. Gaddock Teeg is one of the big ones missing from OP's list.
Most of the ones people have pointed out so far are white, but Ash Zealot is a red one of a sort. You might also check out Aegis of the Gods from Journey Into Nyx.
I'd highly recommend not playing Magus of the Tabernacle in mono-fair creatures.dec, that seems like a good way to lose games.
You're probably right on that point. I forgot the OP and was thinking of a midrange D&T/prison deck. Sounds like the OP is building something like Iroas or Tajic.

On the hatebears, you seem to have most of the good ones listed already but I would add: Magus of the Moon, Zo-zu the punisher (I've found him better than ignus),
Nonbasic land hate is one of the easiest ways to really hurt more competitive decks and those greedy greedy land bases you so often see in edh. Side benefit it also tends to leave the more casual players mostly untouched so playing in casual playgroups with these cards in a deck is not as socially unacceptable.
If you're ever looking for a good GW commander, you can use Chorus of the Conclave is good for a long game-plan. Makes your bears into threats later on. Gaddock Teeg and co. are also good (Sigarda as well).

Mother of Runes, Stoneforge Mystic, and Mangara of Corondor are all staples in Legacy D&T.
Although they come in at 4 CMC, Magus of the Tabernacle and Magus of the Disk are worth considering.
Although they don't impose hard restrictions, creatures like Hissing Iguanar, Hellfire Mongrel, Boros Reckoner, and Mindsparker are punisher cards that "encourage" opponents not to do certain things.
Here are some CMC 4 punisher cards, just in case: Tovolar's Magehunter, Lavaborn Muse, and Michiko Konda, Truth Seeker.

Not really hatebears but very good: Dwarven Blastminer, Dwarven Miner, and a second on the Stigma Lasher, this card is awesome.
General hate along those lines I would say that Blood Moon, Suppression Field, Burning Earth, From the ashes (Maybe I haven't really tried this one yet[/c], and Ruination are great punishing effects.
