So more and more people in my meta are starting to play mono blue or mostly blue decks, and its really getting annoying, so once and for all I want to build a deck that punishes blue players, but still has a win con for those few who are not playing blue. I am not just looking for a list of cards that punish blue, but looking for an idea, theme, or someone who has done this to greater effect.
Granted we need G or R or both, yet most of the GR generals have to be built around to some degree, I am also thinking Prossh because with a handful of combo cards, Prossh can be devastating with many 2 card combos, so the rest of the deck could have U punishers.
I second Ruric Thar for a bluekiller deck general. He makes nice work of a lot of durdling decks.

Go jund and build a deck that focuses on killing blue. Black for tutors, Red for MLD and cards like Boil and red elemental blast and green also goes anti-blue. Vexing Shusher will take care of counter spells.
Also play Blood moon May not be the best card but if they rely heavily on some utility lands.
I like blue but don't like playing against blue decks that combo out too quickly for the game to be fun, so I have been running a Llawan, Cephalid Empress deck for awhile. It stops 90% of the most broken decks from getting out their general early by running a ton of counterspells and getting Llawan as soon as possible with artifact mana. Those two things give the other "fair" decks in the game enough time to get up and running so we can have a real game. If not playing with Llawan, I also really enjoy RG with tons of blue hosing effects. Carpet of Flowers in particular is awesome.
I used to play on mtgo and there is a lot of blue. I ran a creatureless akroma, angel of fury deck with red elemental blast and pyro blast as well as all the copy spells to fight counter wars. You can't get away with boil and not be kicked from games online so there was no mass ld. The deck was surprisingly strong. Lots of instants to avoid timing issues,lots of removal, mana generation was a premium so when akroma came out she could just eat people. There are a few instant speed x cost burn and some split second cards of value that can turn games around.
You should play Norin the Wary. Unless they know exactly what to counter, the deck can take any "normal" EDH deck and turn it on its side.
Another possibility if you want to go RG is to run Wort, the Raidmother. You can make the deck as nasty as you want, especially to go after mana-bases or to play multiple "must-counter" combo cards and blue decks have trouble containing everything you can throw at them.
Wake of Destruction goes a long way in dealing with mono-color decks, and even better when there is more than one Mono-Blue at the table. Pyroblast/REB or Sylvan Scrying for Boseiju should let you resolve it. Also, Blue mages love their artifacts, and the best artifact-hosing creatures Hellkite Tyrant, Glissa Sunseeker are in GRuul.
I wouldn't recommend going over board "I HATE BLUE!"
The concept of your deck will be quite loud, and they'll generally just not want to play a deck that specifically hates theirs. Instead, go for a more nonchalant answers.
Ruric Thar would be your best bet commander.
Blue has a few good critters, but it's not what they're known for.
Overall, you don't have to focus on hating blue, and you don't have to be focusing on their concepts either. A few good choices will do all of this for you, while still giving you plenty of room.
you should have a look at cma's thread regarding prossh - it's all about his combodeck BUT there are a lot of blue hosers listed, because that was a major problem at a time. Also i posted my decklist there, which is a complete different take on prossh than his, but my build does so good against blue. It's a combo deck too, but with different combos. The main strengh is that if blue counters my stuff, i can use it in the graveyard.
One general that I've noticed has yet to be mentioned is voltron thrun, the last troll. He actually works wonders on making sure that people can't do anything about being beaten in the face. Pack it full of ways to pump him up really quickly and swing for game. If you want people to stop playing blue control. This is definitely one way to go about doing that.

It's for one of those random red decks that does just random crap because its owner got bored. But think about the havoc it wrecks against blue. See, you're going to be playing mainly creatures. A bunch of big beaters. Sure, you're not sure which beater you'll get when you cast - but you'll get a beater. It might be a downgrade from what you had in hand, but its still a beater. It's still what you're aiming for. Blue on the other hand... their spells are very situational. Sure, they could top deck into a similar spell, but it gives the chaos and uncertainty that blue hates. It destroys their plans. Permission is a roll of the dice, generally with bad odds. Sure, they can roll into something big. But most of their big spells are still situational.
Now, I'd like to bring your attention back to Ruric. First, you can cast him from command zone through Possibility Storm. You didn't cast it from your hand, so he's fine. Second - and the real kicker here - his ability is devastating with the Storm out. It doubles up because they're casting twice. You want to try a counterspell? Take 12 damage and then hope you mill into one. Want to try and bounce or kill Ruric? Yep. Another 12 damage and a roll of the dice. Draw a couple of cards? Sure. Oh wait, you're dead now. If they've been dealt anything really, they get 3 noncreature spells - and each of them is a roll of the dice. Unless you're playing against Blue Beats, it's a game ender really quick.
...dangit Feyd_Ruin, I now want to build a Ruric/Possibility Storm silly beater deck. I didn't even think of that interaction, and Possibility Storm is one of my pet cards in my Intet.

Building on the Prossh idea - you could run a couple of silver bullets like Choke and Boil plus plenty of tutors to find them. To get around counter spells you could run Xantid Swarm, plenty of targeted discard, and maybe even Hall of Gemstone.

Heartwood Storyteller backs up this "Creatures Only" concept.
Make sure your big beaters are things they can't deal with.
Spellbreaker Behemoth, Mistcutter Hydra, Red Akroma, Gaea's Revenge, Petrified Wood-Kin, etc.
Wake of Destruction is the subtle Boil that can hit any monocolor, and still hate all blue.
Overall, you don't have to focus on hating blue, and you don't have to be focusing on their concepts either. A few good choices will do all of this for you, while still giving you plenty of room.

Banefire and Shattering Spree are two more good red anti-blue cards.
Mono Red's Strengths and Mono White's Strengths
