For my next EDH deck, I want to go the Blue/Green Control route (and would go 3 colors if there's a good reason to). I'm talking Murkfiend Liege, Seedborn Muse, Prophet of Kruphix, with loads of bounce for re-using my ETBs and slowing down opponents. I am not sure if I want to commit to using permanents only and Primal Surge, or more strict lockdown/control with counterspells. The two I'm mainly considering are Edric, Spymaster of Trest and Prime Speaker Zegana. Going BUG for more tutors is possible if any of those Generals fit the bill.
Damia, Sage of Stone is practically made for this kind of deck, I would think. Deathtouch makes her a fairly solid wall in her own right, and the ability to refill your hand at the beginning of each of your turns is amazing when playing control is your game.
I agree with Damia if you're looking for control - especially with an Awakening-esque group.
Having a full hand is important, and makes the most out of the extra untaps.
She'd best be served with a good chunk of Flash/Instant cards, and tap/mana-use abilities.
The instants kind of go against Primal Surge, so you'd have to fiddle to what you want.
Black also gives you tons of great card manip, digging, and tutors. Demonic, Vampiric, and the like are of course awesome. Demonic Collusion is oft overlooked, but it works great with Damia, since you've always got buyback material.
Words of Waste becomes a reusable global handwipe with her.
Your hand bounces back next turn, so it's not a lot lost.
After that, you can stay at 6 cards and card lock the whole field.
You can also imagine all of the tap abilities black has to take advantage of.
I'd even argue that Phenax, God of Deception could prove to be a good alt-kill.
Edric sounds like a relatively bad fit for what you have in mind. If you are going to stick to strickly UG then PSZ sounds perfect.
Damia is also a really strong control general that would play well for you. And maybe your best option, given what you said so far, would be to go Bant and use Derevi or especially Roon.
I'm doing the exact same thing - looking for a good u/g/x general. One that I would like to make but someone in my playgroup made it recently is momir vig, simic visionary. Nothing like tutoring for prophet early and consistently every game.

Really, any u/g/x general can be good just from color access alone. You can fill the 99 cards with boring good stuff and be better than a lot of the casual decks out there. Frankly, this is what most people do, and it makes most ug/x decks super boring to play against (and eventually, with) If you want to be truly competitive, I suggest Damia, Sage of Stone, Edric, Spymaster of Trest, or Derevi, Empyrial Tactician. Otherwise, just pick a ug/x general who has an appealing ability and build around it.
If you want to just play UG, then Zegana is probably your best choice. But Zegana wants to take advantage of the big fatties in green as her main win condition and bounce isn't quite as important. I know a bunch of people are suggesting Damia, but I've never seen her focused on bounce effects. Usually she is a combination of permission (U) and removal (B) that gets the benefit of free card draw if you can protect her long enough to get an upkeep. If you really want to do a control+bounce effect commander, you might want to look at some version of Roon. I run him as a creature-based, ETB commander but I've seen some variants that are more control-based that have win conditions like an infinite turn loop.
