At my LGS, there's a group of about ~6 EDH players who regularly attend on the weekends. Of them, the generals they play are heavily dominated by blue and black, such as Oona, Oloro, Glissa, Good Braids, OG Ghost Council, Animar, and Jeleva.
I want to build a deck that can both hold its own in a control-laden metagame and abuses extra turns.
The three contenders for leading this military expedition are, as follows:
Edric, Spymaster of Trest - A retired scourge upon the French format, Edric's capability for both resilient weenie rush tactics and deceptively brutal politics make him a dangerous head to any simic deck. Extra turns are extra card advantage and damage opportunities for Edric, and thus have an innate synergy.
Jhoira of the Ghitu - Ironically innocuously named, Jhoira's well known for chaining Obliterate into Colossi and uses time magic to expedite her goals. Fun stuff, but fearing the hate.
Medomai the Ageless - I'm not going to lie, I just think this guy is ******* cool. The art is on point, the triggered ability is powerful yet not broken, and he's an evasive 4/4 who can voltron up (maybe) or lead an army. Time magic built in.
So, comrades! Which fearsome individual shall lead me to victory against the walls of counters and C Rifts? Explain in detail if possible, my indecision is a force to be reckoned with
Jhoira is fun as hell and can be powerful against other control decks. But I think Edric is the best choice against those decks. A well built Edric deck is just so freaking fast. If you know what you are doing you can have everyone else locked out by turn 5 at the latest.
In a vacuum, I'd suggest Jhoira, thanks to her stupendous power and insane ability to take over games. In your specific situation though, Edric sounds like the man to see. As bigbearlyke says, Edric is absurdly fast and takes games over rapidly.
The big issue both Jhoira and Edric have though is that they're known quantities. Jhoira is general-reliant and linear and Edric is weenie-reliant and fragile if caught unprepared or out of position. Medomai has the advantage of being slightly off-beat, at the cost of power. I'd personally make a Medomai deck, but that's because I like him, not because he's going to be the best guy for the job. That really sounds like Edric.
If you like the colors and Voltron aspects of Medomai the Ageless, but also want the speed and green of Edric, Spymaster of Trest, why not use Rafiq of the Many? Medomai is great in that deck, and you get to be fast and aggressive with your extra turns. You also get access to Regrowth effects and Finest Hour to get even more free swings.
And yeah, Edric is insane, but vulnerable if they expect him. I'd have a backup plan for sure.

Counterspells only go so far if your opponents know you play Edric and are packing plenty of cheap instant-speed answers such as Swords to Plowshares, Doom Blade, Bile Blight, and Volcanic Fallout and know to disrupt you on your critical turn (usually the turn you drop Edric).
If you like the colors and Voltron aspects of Medomai the Ageless, but also want the speed and green of Edric, Spymaster of Trest, why not use Rafiq of the Many? I've found that with Edric, you have to devote yourself entirely to the blitzkrieg style for it to really pay off (keep your curve LOW). Otherwise, you're probably looking at a good stuff build. They can both be very cheap to build, so if you get tired of one it doesn't cost much to build the other.
Seeing that the thread title has [Budget] on the title, I would assume you are willing to sacrifice effectiveness for money sakes?
Jhoira, imho, requires a lot of mana rocks (not just signets, but legal Moxen) in order to pull of a very fast start / kill, etc.
Edric, even on a budget shell, is pretty powerful. From what I see with your meta's general choice, they always skip the combat phase. Aggro pressure plus potential combo finish is the general Edric gameplan.
Medomai is someone I've been trying to brainstorm on a general gameplan. While he's definitely a Voltron commander, I want him more on the Control shell.

On a budget Edric becomes the very easy choice. Low cost dudes + counterspells + a few finishers (and/or timewalk effects) = wins. You can find fairly inexpensive versions of all of those ingredients then gradually upgrade them over time.

I've found that with Edric, you have to devote yourself entirely to the blitzkrieg style for it to really pay off (keep your curve LOW). Otherwise, you're probably looking at a good stuff build. They can both be very cheap to build, so if you get tired of one it doesn't cost much to build the other.
Also, don't feel like it's necessary to use Temporal Manipulation and Capture of Jingzhou. They're really nice, but not necessary and can be replaced with things like Walk the Aeons and Temporal Mastery, or otherwise things like Overrun, Beastmaster Ascension, and Biomass Mutation. Tutors such as Mystical Tutor and Long-Term Plans, as well as cheap Regrowth effects such as Noxious Revival and Reclaim can help you to chain extra turns in either build while maintaining a low curve.
