I currently have Ruric Thar as my Gruul general, but I kind of want to switch over to Radha, Heir to Keld so that all my generals can be female. But the problem is that she doesn't seem very exciting to me. I do want to keep Primal Surge. I don't want to build a Tribal or Voltron deck either. Other than that, I'm open to all suggestions.
I love my friends Rhada deck. It is kind of Voltrony, but really just packs a lot of instants the are decent in combat, and cards that cycle for 2 mana which helps keep the deck really consistent. When it gets to the long game there is some braid of fire/dragon roost action going on. It speeds up our meta enough, and the amount of times it gets giantgrowth double strike youre dead is awesome.
One of the absolute strongest plays for Radha, Heir to Keld is to play 4-drop ramp spells on turn 3. Not many of those are permanents, though, so that approach weakens Primordial Surge considerably.
Cycling Radha is a cool idea, though, and not one I've heard before.

As a connoisseur of fun, interesting matches, I still to this day have not been able to craft that "perfect deck"; the deck that I can play and have fun over time, doesn't get boring, but simultaneously is fun to play against. I honestly don't think it exists. It's like a unicorn. A ninja unicorn.
My first EDH was a Radha beat down. You just pack as much ramp and large creatures as you can and get big threats out early. Due to the way mana empties at the end of each phases, the RR ability is less then stellar imo. More often then not, Radha is just a glorified Llanowar elf. That being said, the ramp/beatdown strategy still works really well, its just incredibly boring.

turn 4 do whatever. just play more threats and attack, or play 7-8 mana creature.
Actually, if you're prepared for the consequences, a Radha land destruction deck could be nasty. Throw in Blood Moon, Magus of the Moon, Plow Under and all sorts of other land D, with a bunch of mana dorks & overrun effects to seal the win. You'd still be weak in a multiplayer format, though, and your friends might hate you.

I usually play her like a Gruul Azusa. Like the others have said, play her turn 2, and turn 3 play a 4-drop ramp spell or some other power play. After that, just drop an endless stream of fat creatures and powerful sorceries.
Chancellor of the Tangle is an interesting choice in Radha, since it gives you amazing explosive power while simultaneously being a threat to ramp into.
I think packing a higher than average number of instants would make her more interesting. Including Yeva, Nature's Herald, Winding Canyons and as mentioned, Vedalken Orrery seem like they'd be great ideas. Equipment that gives Vigilance could add to the combat-phase mana silliness. Omnath will let you store green mana and there are several cards that filter red to green as well. Things that grant extra combat phases might be fun. I think constructing your deck so that attacking with Radha effectively ramps you is the way to make her more "interesting."

Probably along with Soul of the Harvest and Primordial Sage so that I won't feel too bad about the inevitable overextending I'll probably be doing with her. Bloodrush seems cool, but Rubblehulk and maybe Wrecking Ogre are the only ones that seem worth it.
I'll probably try making some changes to Ruric Thar this week and figure out what I would need to get when I hit up my local shop this weekend.
This is interesting. I recently changed my Radha deck into Ruric. It was basically ramp hard into big dudes style play. Many times Radha would get killed and I would never cast here again unless I had excess open mana. So yeah basically a guaranteed ramper which is good, but not necessarily all that exciting. My deck wasn't built to take advantage of the RR during combat.
You play her turn two, then turn three you play Natural Order and sac her, search for Sylvan Primordial. To which they'll say "HEY THATS BANNED mmkaaay" and then you proceed to throw your deck at their face.
And after that you can brew around with Rubblehulk.
