Sucks its not each upkeep. You could ask your enemies who they are attacking or if they would ally you, but as the effect wears off end phase, it won't help much in keeping them to their word.
Cool idea! Perhaps, if you run creatures that have beneficial qualities if it deals combat damage, like the new blue draw creature from the commander 2013 set. You could ask if your enemy will block. Shame its mono white.

I think Frankie Peanuts screams politics. You might consider adding some cards that capitalize on that strategy. Pillowfort cards might also work well with him. Maybe Felidar Sovereign as a win condition?

I love the idea of a Frankie Peanuts deck, but I would feel like such a pooface if I actually asked that question and ended the game. At least in multiplayer you'd have to use it enough times that people just wouldn't let him stay on the board long enough and it would balance itself out.

Now I really want to make a frankie peanuts deck (45 lands, 25 0-2 drop ramp, 30 protection) and just troll a table once, then immediately switch to something not ridiculous. Obnoxious if you keep doing it and try to take it seriously, but as a one-off joke deck it sounds pretty legit. suddenly ivory mask gets a lot better.

I realize I'm nitpicking an Unhinged card here, but that particular question does not necessarily win you the game.
If they answer "yes", then they are screwed.
If they answer "no", then when you follow up and ask them to concede, they can respond with silence, which is a different answer from their first and still makes their original answer true. They are not obligated to answer "yes" or "no" unless the question is asked as a result of resolving Frankie's ability.
Take a look at this article on Frankie -- the author gives you a single-question-win, but good luck convincing anyone but logic majors that the words coming out of your mouth make any sense at all.
