Cancel? I actually know a lot of players that play it in a heavy control build because they lack access to things like Mana Drain and Force of Will. I consider it budget playable for sure.
Faerie Trickery isn't objectively better. It can't counter Bitterblossom, though it is a great card. Still probably better than Cancel though.
On-topic: Cancel is a pretty decent budget counter. There's so many better options, but its decent if you need Counterspell #8 or something. It does its job well enough, I guess. Not much else to say about it.

Honestly, given the list of really great counters at 3 CMC (Hinder, Spell Crumple, Dissolve, Dissipate, Stoic Rebuttal, Forbid, Absorb, Undermine, Render Silent, Counterflux, Voidslime, Dream Fracture, and probably a few others I'm not remembering), Cancel is clearly choice #8 or #9 in the 3 CMC slot. Still, if you are budgeting (or play a lot of Faeries :p), you could do worse.
Solid pauper card as already mentioned. It's actually a pretty solid card in general but there are just so many counters that are more or less strictly better that there is almost no reason to ever need this. I did actually run this in Niv Mizzet for awhile because that deck runs a huge amount of countermagic. It was eventually replaced with Counterflux when Return to Ravnica came out but if I ever decided I needed one more counter it would likely make it back into the deck. It's just almost playable.
Unfortunately every try hard from Sacramento to Shanghai preaches from the top of their 27 lands + Mana Reflection that Tooth and Nail and Time Stretch are fine to play in the same turn but Armageddon is unfair.
Never played it, never seen it played, but that art is really cool, and I could see building her up with voltron. Something like Basilisk Collar and Kusari-Gama or simply Thornbite Staff.
I've glanced over that card in my rare black collection a lot... never used it though.
If your deck has voltron aspects in it though, mayhaps it's a decent backup-beat/wincon should something happen to your general? (Yeah, admittedly monoblack has a lot of good options for that.)
There is also the option for morph shenanigans if your deck plays enough of them for it actually be a guessing game what morph it is.

I'm not saying she couldn't ever be good, but even that whole voltron thing... seems like an awful lot of trouble to go to just to make one sub-par creature do a lot of work for you. If you were already planning to run all that equipment, I suppose it wouldn't hurt too much to toss her in, but most decks will have a lot of tough competition at the 5 CMC slot. How often are you really going to want to draw Soul Collector when you could have drawn Mind's Eye or some other, broadly more useful card - or have drawn a Sword of X and Y and equipped it to a better creature - for the same mana cost?
The art is really nice, though. Shame it's not on a better card.

I'm sure there's some shenanigans that could be made of her morph, but the chubby chasing bondage queen really ought to be retired.
A friend of mine plays it in her Vorosh morph shenanigans deck. It's actually a pretty good card. It's one of those things that makes you not want to block the morphed 2/2 just to be safe.

I enjoy it in Anowan, The Ruin Sage, but otherwise havnt gotten much use out of it. I vividly recall using it alongside Sudden Spoiling to gank some good cards.
I had a super casual standard deck way back in the day that utilized provoke creatures / goblin sharpshooter with Scythe of the Wretched to harrass / steal opponents creatures. If they had a bigger beater than that could deal with I would poke them and then Wrath of God to theft their creature away.
This card really reminds me of that deck lol. It looks like a cool flavor or tribal style of card but I really doubt its going to get any real playtime in a tuned EDH deck.

I have officially moved to MTGNexus. I just wanted to let people know as my response time to salvation decks being bumped is very hit or miss.
Very budget vampires is probably the only place where this thing can find a home. It's a shame, because its kind-of cool. Sadly, black creatures back during scourge-era were generally terrible, and this one is no exception.
Well strike one is that it's only playable in either Naya or 5 color decks, and since neither of those decks are known for being Elfball, tribal is out (well maybe Archer tribal or pointy-ears tribal). Strike two is that it's a weak effect.
I very rarely activated Brigid, Hero of Kinsbaile's ability, and a) she was my general, b) the ability has no mana cost, c) it doesn't target and hits everything, and d) Brigid's natural first strike makes her a much more intimidating blocker/attacker with vigilance. You have to be buying in deep to Elf tribal to want to run the Archers, and since the only legendary Elf in Naya colours doesn't want a deck full of tiny creatures, there's no real easy home for them.
Yeah, I can't think of a Naya deck that wants this guy. Even archer tribal... I can't think of any legendary Naya archers, and archer tribal would be a pretty odd thing to try to do in 5-color.
This is the sort of obscure card I'd love to see work out great in someone's homebrew deck, just because the possibility of niche cards shining is one of the things I most love about this format, but some cards are obscure for good reason, and this archer seems like one of them.
As already noted, there are lots of creatures that do the Basilisk Collar ping thing much better, with Brigid possibly being at the front of that pack.
