I watched Mr. Popper's Penguins last night on TV. There was a scene where one of them pooped on Jim Carey's character. Those penguins were more exciting than this card and I'd rather have one in my deck than Steeple Roc.
And yes, I laughed because birds pooping is funny.

Yeah, it's totally playable in draft. It's not a first pick, but you rarely cut it if you're in white. A three-power evasion creature needs to be extraordinarily bad to not be nearly-always-playable, and Steeple Roc is nearly always playable.

For EDH this card is crap. But in DGR Draft, Steeple Roc was decent if you were in a more defensive UWx shell and you wanted to rule the skies. First off, it could rumble with any other common flyer in the block not named Maze Glider and survive due to First Strike, and all the uncommons that could survive combat with it (Skyline Predator, Sapphire Drake, Nimbus Swimmer at X=4, Jelenn Sphinx, and Mindeye Drake either cost 6 mana or aren't very good themselves at 5 mana. The biggest issue was the power discrepancy between this and Guardian of the Gateless which was one of the best limited uncommons in the block. Either way, if you were Azorious and controllish, you could pick up a couple of these late and use them to buy time, but if you were heavy Selesnya, Boros, or Orzhov then you ignored these for the most part.
Trestle Troll and Towering Indrik are the biggest differences between Steeple Roc and Hypothetical Steeple Roc With More Toughness in RtR draft. The things are actually commons. There are an average of 0.3 Izzet Staticasters per draft. It's not a major factor in the card's limited power level.
I played a lot of R2R. I ran this fairly often, based on its size, but it did tend to die pretty easily, to all sorts of things in that set. Playable, but not optimal.
Decent effect stapled onto a death trigger, and the second and third abilities aren't totally bad, but overall this is not something I would want sitting in my 4-drop spot, even with the P/T. Scry 1 is really the best part of the card and if you have a way to abuse that you're probably running (or should run) Viscera Seer.
So bad that this card is rare and not uncommon. I would make it my pauper general.

I think this is a better card than the responses so far are giving credit. In the right deck, the Scry 1 when something dies can be very, very relevant. Efficiently-costed body with two other sometimes-relevant abilities on top of the Scry means it can effectively attack or block for value when necessary. I run the Reaper in my Glissa deck, which causes things to die all the time, and it's been very good there, sometimes helping me dig way deep for what I need.
Is it the best four-drop in the format? Hell no. But still very playable.

And even if it means that my opponent doesn't attack. I like that card very much.
I like getting value for creatures dying, so I'd definitely consider this for many B/G EDH decks, which generally focus on that kind of thing. It's not a windmill slam staple, but it's a solid roleplayer. The second and third ability (and decent P/T for cost) are nice gravy.

I have never seen someone play this card correctly the first time they play it. Normally the field gets wrathed and they are like "Okay, Scry 11" and grab their deck but we have to tell them "No. No. Stop. You scry 1 eleven times."
I play one in my Glissa deck, which likes making things dead. So scry is the most relevant ability. In a pinch, she can stand in for Glissa holding the Thornbite Staff.
A solid value creature that's harder to kill than some of it's closest competitors. Toughness still means something in this format, especially when it's large enough to let you survive Mizzium Mortars. She's also a solid creature to stick a Sword of X and Y on, as Hexproof + Deathtouch makes it hard to favorably interact with in a fight.
Great in a grindy value deck. Like most glissa builds. If your deck is ramping hard or a combo deck you have better options since you are probably just ramping straight past 4 cmc. It's a control/midrange card and I have been really happy with it so far. I really needed more good cards in the 4 cmc slot for my birthing pod chain.
Honestly, magic players are so spoiled these days.
