...I didn't even know that card existed. And... yeah, having difficulty finding a place for that anywhere, except maybe including it in a deck just to baffle people.

A three mana 2/3 with an occasionally relevant ability is not terrible in an elf tribal deck, and I can see her working well in an aggressive naya shell. If one wanted to build elf-tribal in Naya, say with the new aggro general Gahiji, Honored One at the head, then she's fine.
Indeed, she helps to further control the combat step in multiplayer games with Gahiji, even moreso if granted deathtouch, so I think I've got her niche.
Oh, and a bunch of elves worshiping Gahiji hits the Naya flavor mark, which is bonus points.
In Naya, I'd rather run Stun Sniper. Same rarity, lower CMC, cheaper (and colorless) activation cost, no restrictions on activation, and can tap down blockers at least. It only does 1 damage, but that's irrelevant if you're planning on giving it a touch of death. It's not an Elf, but Humans still have some decent Tribal support.
I think he means you'll spend all your blue mana doing one thing, which prevents you doing anything else. But I don't really believe it is a time walk for your opponents, unless they prevent the bounce and destroy the Temporal Adept.
Back in the days of Mercadian Masques I had a blue Static Orb deck, which used this to bounce Static Orb so I could untap all my permanents. It works well in a tap down deck along with Opposition, Winter Orb, Static Orb and co. especially since it can bounce lands. Adds some nice redundancy with Capsize. I must admit I have a soft spot for this wizard
UUU + t makes this so bad. I just built an old school deck and most of the cards had excellent abilities but required tapping to use them. Nothing ever lived long enough to untap and I dismantled the deck . This card reminds me of that deck.
It's a budget option though and may not be bad in metas that play less answers.

I play Temporal Adept in my Heidar, Rimewind Master deck. The deck is (among other things) wizard tribal, so the Adept is relevant there (since I also play Azami and Patron Wizard), and is sort of a back-up for Heidar if Heidar gets tucked. It's turned out to be useful a few times. The cost is pretty high, but adding Rings of Brighthearth and Illusionist's Bracers to the mix can make it worthwhile. The deck's full of standard mono-blue control elements, and Temporal Adept is one of the ways I can achieve and maintain a Stasis lock.
Temporal Adept is an ok guy for Wizard tribal shenanigans and is great in slower metas where you can get a little value out of him. If you can't reliably activate him more than once though, he's kinda just meh.
Very fun later in the game with Thousand-Year Elixer and similar effects though.

Now we have Vedalken Mastermind for that function so unless you really want a lot of redundancy he isn't that useful to bounce your own permanents.
I really only see him being useful in tribal wizard (even then not so much) or as part of an infinite mana board wipe package. However, you would need to many cards to make the package really viable.
He's also be good in a UG deck with Seedborn Muse or Prophet of Something. Of course, pretty much everything with a tap ability and a cost is good with those cards, do I guess that's not saying much.

Yeah...I can see him and Capsize doing work in a bant or simic deck running the muse or Prophet of Kruphix.
This is a card I've thought about running many times before, but never played a dedicated enough artifact deck. He's great because he's cheap, dodges most removal, and the metalcraft isn't all that hard to get.
He's fine in more aggro builds running a fair bit of equipment and/or mana rocks, or other cheap artifact creatures. Jor Kadeen decks might want him, for example. He could conceivably be okay in Karn, though I don't recall ever seeing him in a Karn deck.
I'd run it as a potential backup threat in a Hound of Konda voltron equipment deck. It plays well to finish off opponents with your large equipment a boosting an unanswerable threat (sans non-targeted removal)

That's why you've got to run Dovescape, duh.
Well, we are going to have to make our elves huge with things like Coat of Arms and Beastmaster's Ascension.
If they are removed from the game we will have to run Mirror of Fate, Riftsweeper, and Pull From Eternity so we can get our archer back.
Azami, Lady of Scrolls would love him in a tribal build. Since it's in blue all you need is Palinchron, Deadeye Navigator, and Staff of Domination to clear the board.

That usually means it's bad, which this card is.
Does nothing when it comes into play and that activated ability will basically time walk you if you want to use it in a multi colored deck.
