IMO, a staple if you're running Golgari colors. It's instant speed, flexible enough to hit multiple threats, and stops regen (whenever that's slightly relevant). I'd love to see a version that was BG and didn't have the no regen clause, but this is still a really good card.
I have it almost in every deck which got GB colors.
Instant speed removals are always the best. Yes, it cost 3 CMC, but it can target creature, artifact and prohibits regeneration.
Also, it doesn't have the typical "non-black creature", so it is worth it.
In the metagames I play in, regeneration isn't super relevant, so I generally use Maelstrom Pulse over this in B/G/X decks. However, if I was strictly B/G, then I'd run both this and Pulse. Always a solid card, whether you're killing a Caged Sun or a Kozilek.
I have 3 GBX decks currently, and I think I'm only running this in one of them, but it's always moving in and out of my decks depending on how much removal I want at the time. Beast Within is competing for deck space a fair amount lately, and the previously mentioned Maelstrom Pulse would also be vying for a spot, if I had any readily available.
Sometimes I think it's a little janky in comparison to Beast Within as well, since G/B has many ways to take advantage of the fact that your opponents have creatures. It's a super solid card though, and definitely worth running if you have a free slot in your Golgari deck. Most of the time, I'd say it's better than Maelstrom Pulse in this format since it's an instant (barring token hordes or every opponent having a Sol Ring on the board).
Pulse also hits your own stuff if you have a target that shares a name. There are so many artifact ramp staples across colors that I like having both in case I don't want to blow up my own stuff.

This is why I started playing magic in the first place. It wasn't PT aspirations just making noobs cry by doing things that are perfectly fair.
It's no abrupt decay but it's not bad . If rather use less versatile cheaper removal fir artifacts and creatures but it's a good card I just don't like it a whole lot.
It's an alright card. Like okay it does it's job. Not the best, not the worst. At three cmc you're competing with Vindicate, Maelstrom Pulse and other assorted more versatile answers so it can be hard to justify a three mana Oxidize or Terminate.

Why do people like Abrupt Decay better? What are you killing that Putrefy wouldn't? Cheap enchantments? Jace Beleren? Is -1 or the no counter clause that relevant? The ability to kill fatties seems better to me. I love Putrefy.
I am surprised at the lukewarm reception to Putrefy. The card is currently set to replace Condemn in my Teneb deck. Could do the same in Progenitus. The versatility and instant speed mean that it's not crazy to run this over Maelstrom Pulse, for example. Though I always have and shall prioritize Pulse due to its versatility, the instant speed is enough that I'd not look at anyone askance for their including Putrefy over Pulse.
GB removal has simply gotten more diverse since Putrefy was first printed, and regeneration is becoming less and less common. When you have 3 comparable options to what Putrefy commonly does (Abrupt Decay, Beast Within, & Maelstrom Pulse), it becomes harder to justify having all 4 in one deck, especially if you have access to additional colors for removal as well. There is pretty much nothing wrong with the card, it simply has more competition than it used to, and sees less play as a result.
I will typically include Beast Within or Maelstrom Pulse first, but Putrefy is never that far behind if I am straight BG. The issue becomes that BG has very good tutoring options and ETB creatures that handle both creatures and artifacts plus leave a dude behind (i.e. Acidic Slime and Shriekmaw), so that it often becomes better to forgo good Instant or Sorcery options in favor of the creature option with the ETB effect.

It kills two card types at instant speed with zero downside or restrictions for 3 mana.
In order to justify playing a three cmc spot removal, it needs to be amazingly versatile. Killing two card types isn't enough. Not in a World of M-Pulse, Beast-Dub, and A-Dec. Or when your three mana in the same colour combination can get you P-Deed.
At one point, this was a quality removal spell, but as the game continues to grow and better or differing removals are printed, the demand for Putrefy will continue to fall.
Ok, but what about staring down the majority of creatures that are played, including most commanders? I think the number of threatening creatures people play with cmc more than 3 is far greater than the number of cmc 3 or less things that putrefy misses. (Plus some powerful artifacts like caged sun, akroma's memorial, etc)
That just seems silly not to include it. Abrupt Decay is cute but does nothing against any real threats. Cute little things, sure, but I would never consider a slot in EDH for something that only removes CMC 3 or less. Ever. Uncounterable or not. Especially when I have access to unconditional kill.
Decay and Putrefy are both in green. 1 more mana should mean absolutely nothing. Decay is more "versatile" but is hampered by the fact that's it only hits 3 CMC or less. That's a HUGE restriction. If you're in a meta where they will blow a counterspell protecting their little toys, then you should be running both anyway as well as Bane of Progress, Acidic Slime, Woodfall Priums, Beast Within, Naturalize, Unravel the Æther, Deglamor, Krosan Grip, ect because it's clearly that important to their win.

Pulse looks silly against Lightning Greaves + massive commander. Beast Within looks silly when you're getting attacked for exactsies with a swarm that includes the beast you gave them. Decay looks silly against... well like ^ they said, a lot of big things. I get that there is a lot of competition, but to imply that Putrefy is no longer quality removal seems a bit ridiculous to me. I think you may be letting personal preference and the types of games you are used to cloud your judgment.
Given that I was spicing up my casual Golgari decks with the card long before I started playing EDH - I played the card enough that people started accusing me of using more than four copies of it in a deck...
Yeah, pretty much an auto-include to any of my BG decks the moment I start thinking the deck needs removal.

If people are looking down their noses at a card that has often and repeatedly torn me apart, then I must be in or very close to the bottom percentile of EDH players. What a discouraging thought. Putrefy is, in my opinion, an excellent part of a removal package.
I really like my Judge promo Putrefy. It's very useful for getting rid of problem creatures/artifacts and it's cheap. A reliable workhorse of a removal spell. If you're in Necra colors, the lack of enchantment removal is not really a problem, since you can just run Mortify alongside it. I actually really like Putrefy now that I think about it. It's going in a Nath of the Gilt-Leaf list I'm working on.

For me abrupt decay is a little bit like disenchant. Instead of being restricted by permanent type, you are restricted by CMC. There are TONS of cards to take out with abrupt decay that I think it is worth it. However, I don't look through a list and take out putrefy for abrupt decay, I usually just run them both.
As for what you can target with it, there is sol ring, swords, and really any support cards. It's particularly useful to stop combos because it doesn't cost as much mana and it is uncounterable. Killing fatties is nice, but by the time fatties are a problem, I prefer, most of the time at least, to just board wipe to fix my problems.

Guarantee, that A-Dec will be more live more often than that Putrefy. 100% of the time, it works every time. A-Dec is amazing for the same reason that both Spell Snare and Mental Misstep are #fabulous in Commander.
As for those other large drops, that's why we play Nature's Claim and Dismember. You ever try holding up three mana for Putrefy? Yeah, it sucks, it's like leaving three up for Cancel, except you're not in U so you have less of a chance of doing something relevant on their endstep and thus are more likely to acquire "stock mana".

You misunderstand me. I never said Putrefy isn't a quality spell in and of itself. I'm saying there are other options that are just better that should be played first, before one considers Putrefy. (B/G) has no shortage of playable removal, so you have no reason to settle for anything less than the best. See my response above about why a three cmc spot removal is a questionable include.
