This is definitely used as a combo piece in decks like Seton, Krosan Protector druid elfball. That's about all you can say about it. Certainly not terrible, and it definitely has its uses, but it is pretty narrow in its applications.

Thanks for calling my attention to the art. Now I can't unsee the leopard-woman with the Ferngully's Secret bra behind the elves, and it's far too early in the morning to deal with furry cheesecake.
But yes, my Johnny senses are tingling, this is crazy combo shenanigans. Also could be fun in Derevi decks where you're already having a bounce/untap/recur party, such as three mana dorks, an Archaeomancer, and a Deadeye Navigator. Or squirrel token madness with lots of convoke. Or a surprise flash creature. Or untapping Kiora's Follower to untap Birthing Pod for a second tutor. Generally all "untap everything" spells are made to be broken nightmares.
8/10 for breakability, -4/10 for silly furry lingerie models.

I like this card a lot, I just wish green was friendlier with spell-slinging/recursion.
Seriously, this card is awesome. Maro has trouble coming up with green instants; I say just reprint this.
And as an aesthetic aside, I love how the art and flavor text tells you how to break it.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
If you're playing White also, you might want to consider To Arms! before this one, as it at the very least cycles out, at a very minimal increase in mana cost. Roar of the Kha is always fun too.

Junk is the way I'd take this card. Green for Aesticism, and White to turn everything into Reflections and kill stuff with the "0: Destroy target Reflection" card (which a nice user will tag since I'm drawing a blank on the name). White also gives you Avacyn, although if you can get her to stick you're already winning the game.
Been playing him about a month in paper as a monk black general I think he is awesome. A commander that really shakes things up. It makes even squee's toy a scary card. After using him as the commander I could totally seem him

Horobi + Endless Whispers + Cauldron of Souls can be pretty strong. He really justifies having a copy of the original Urborg around, along with several other targeting lands. I've got Dismiss into Dream in my Derevi deck where it does a lot of work, it's a Horobi without the fragility.
This guy is also really good with the Kamigawa "Give Target Legend Something" lands, such as Shizo, Death's Storehouse. He's an interesting card to build around, and if you got a deck that's in the habit of targetting stuff anyway, he's worthy of reconsideration. One of the most fun black legends there is.

He is supreme at destroying all of my problems with a simple ability, why kill him? Abuse him as hard as possible while you can.

Spirit Mirror is the card I was thinking of. And why won't that work? Turn something into a Reflection and then use the 0 cost ability. Either way you are paying nothing to destroy any creature at will. I guess it is redundant at that point though.
Mikaeus is the only card I use to protect him but Rez cards work nicely as well .
And really, if you are the one playing him you can control when he comes down. That might not protect him in a sense but it does allow you to 4-for-1 a lot easier. People seem to think that it's a card that sits forever and runs over games. But I've found that he's just a value machine that dies and I'm okay with that.
Horobi is a really fun general. He naturally hoses equipment/auras, turns Urborg into Murder, and for a black mana you can Plague Wind at instant speed with Touch of Darkness.

How can you protect him from removal without targeting him?
Blanket hexproof/shroud effects.
My mistake, I wasn't thinking of cards that did turn things into Reflections. It could work with Unnatural Selection and similar cards. However, they should already be destroyed with Horobi's ability at that point.
