I have played this and expanse in every edh deck I have ever made with the exception of Karn, Silver Golem. Those two are some of the glue that holds budget mana bases in edh together. 10/10, please print a 3rd functional

I run both this and TE in three decks, and either one or the other in two additional decks. It's cheap color fixing, it interacts well with landfall, and even in the few decks in which I run the good fetches (I don't own a lot of copies of them), I refuse to play off-color fetches on principle. It does what it does pretty well and is easy on the budget. Good card in you aren't playing super-competitive, in my opinion.
I agree with PhroX and state that you should've used the gorgeous Dark Ascension art, which is far, FAR superior to this...junk.
Now as a card itself, it's there, it's budget, which is nice if you can't afford proper fetches and such (And given their pricetag...yuck.). If you're on a low budget and need some quick fixing, they're there. If you run Amulet of Vigor, put them in. Glad they're there as options.

My Commander decks:
Chandra, Torch of Defiance - Oops! All Chandras.
Prime Speaker Zegana - Draw for Power.
Pir & Toothy - Counterpalooza.
Arcades, the Strategist - Another Brick in the Wall.
Zacama, Primal Calamity - Calamity of Double Mana.
Edgar Markov - Vampires Don't Die.
Child of Alara - Dreamcrusher.
I run both Evolving Wilds and Terramorphic Expanse in 7/10 decks, and Evolving Wilds in 8/10 of my decks. They are staples as far as I'm concerned. Of course, like the rest have said, they do get redundant if you can afford to run properfetches instead.
Well, with fetches prices completely absurd (compared to what I want to spend on the game), those are the next best thing. The ETBT does hurt most of the time, but can be played around. Recommended for 3+ color decks for people who can't play fetches + shocks (or duals) and don't have access to green (or don't want to put a lot of green sources in their deck).
I see people playing it in 2 color decks a lot, though (and even occasionally mono-colored decks) and I wonder what they're thinking. I would run this only in 5-color and only if fetches gave me more value than being any-color lands (recursion, threshold, shuffling, etc). If I had a budget, maybe 3 color.
I play it in my Teysa deck (main reason being because I'm on a budget). It happens often that I play only 1 card in the first 2 turns, so the etbt doesn't hurt that much when it's in my opening hand. The thing is, I need as many black sources as possible, because I'm running a heavily black deck and I always want to be able to play necropotence on turn 3. This card helps me keep a high density of black sources while still providing a plains (I only ever need two white sources on the field).
It can sometimes be worth a slot even outside of budget. In my Ghave deck with a real Gaea's Cradle I run it, because it fixed colors well and when I land crucible, exploration and/or oracle of mul daya I'd sometimes rather not lose 2-3 life per turn finding lands.
Great card, 8/10 seems fair.

As much as I love the proper fetches, I can't really justify running them in my wedge sets. They're a bit out of my price range and I don't really run into issues when the lands come into play tapped. Because of that terramorphic expanse and evolving wilds see play in pretty much all of my EDH decks. And they are pretty great, even if I'm only running ten total basics.

Crucible of Worlds and Sun Titan exist. There are probably some other cards in green and white that can benefit from Wilds.
Oh, if you run landfall, fetches become your best friend.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
I prefer the likes of Flood Plain a tad but that's probably since I prefer 2 or tops 3 coloured commanders where the added benefit of getting shocks or things like Mistveil Plains outweighs the risk of having it removed before you get to untap it.
Still a nice fixer though.

Fair enough budget alternative to fetches. They are the best things on turn 1. As with fetches, watch out for that occasional jerk that will Stifle it or flash in an Aven Mindcensor. I know I had my experiences with that >_>
I play it in all my decks even the two coloured ones.. I only own 1 flood plain and that is in my three colour deck which also has Evolving wilds, I would say flood plain is probably better for three colour because I can go get shocks and the deck has a lot less basics. But evolving wilds is just so readily available.
My two coloured decks have spells like angel of serenity and massacre wurm that need triple coloured.. and Glissa has so many colourless ultily lands.
RAWR! I'mma hydra. I'm mad! Hit me and I get bigger.
Fun card for Commander. People like big stompy dudes, and this is one of them. Of course, it suffers from dying to most removal and lacking evasion, but if hydras were very good we wouldn't have gotten a second Captain America movie.
Love the flavour for this card. Weakened when hit, comes back twice as strong. Best friends with Bioshift, Simic Guildmage, Zameck Guildmage and, if you can give him 1 point of toughness, Take.
Fine stompy creature, great for big-mana Gruul or mono-green decks. There are usually better choices, but there are also lots of worse ones. Even among hydras, there are usually better choices, but even outside a hydra tribal build, this one is playable enough, and he's potentially great with stuff that cares about counters.
Compared to other creatures played in the average EDH group, he's probably around average, maybe a bit above that.
This guy's pretty unexciting. He fails the vanilla test by costing one more than his p/t at any point on the curve, and for that you only get a vanilla beater. He's at best the 5th best hydra with X in the cost after Apocalypse Hydra, Genesis Hydra, Primordial Hydra, and Savageborn Hydra, with Feral Hydra and Vastwood Hydra being potentially better too. I agree with DoTArchon that this hydra has some pretty cool flavor, but playwise he just seems like a filler card that can be replaced with something better. I guess he could be pretty cool with Earthquake and Starstorm type sweepers.
In decks that want to/can move counters around, the guy feels like an amazing engine card. As a face-smasher, I'd probably err on the side of many of the other hydras though. Of course, Rosheen Meanderer wants all the X-spells she can get, so he'll always have a home there I suppose.
On average, this guy gets a 6/10 from me. Scary enough to face, but not interesting. Fine mana dump late game though (would prefer Mistcutter Hydra though).
It's just another Hydra. Can see play in Hydra Tribal or +1+1 Counter Matters.dec, but really nowhere else. Run with Doubling Season for fun and profit and be disappointed as it still gets blocked in its tracks by just about anything. Not the worst card around, but don't expect to win off the back of this card.

I keep slotting this guy in and out of my Vorel of the Hull Clade deck. If I have a way to give him evasion he's great, but I just always find myself wishing I had drawn Primordial Hydra instead.
