The ONLY things this has on Kokusho, the Evening Star is a less-black mana cost and a the fact that it isn't legendary.
I'd actually argue that it not being legendary is a drawback compared to Kokusho. Most people try to Clone him (or RoR him, with kicker), and Hound has not value for doing so unless you use a third card to get the death trigger.
I would run this in Karador. However, Kokusho is a card.
Yeah, Karador immediately came to mind, but unfortunately for this guy Kokusho is a thing. I could perhaps see this run in addition to kokousho maybe? If you had a Karador deck themed around recursion causing life loss. By no means is this a card that will see alot of play but it might see play in more themed decks. The single black cost means it can be reduced to Bwith karador, which may be relevant.
Well Karador doesn't actually reduce any costs but his own.
@Tropical Island/BoP: It found fit with what I've heard. I recall that BoP and few other cards (1 for each colour?) were created from left-over arts, with them designing the cards based on the arts only. (That's why green got a flying creature.)

Also modgaming Bur setups is kind of treading down a dark path
Fun fact: every time I build a deck and sort my creature piles into their mana curve, when I get to the 7-drop spot I always ask myself, "do I need to be able to tap for mana right about now?". And of course the answer is always no, because I have no use for a 4/4 artifact Birds of Paradise that costs seven mana.
I lied, I never actually think of running this. Ever.
It is a dragon these days, so maybe some sort of budget dragon tribal? Or maybe possibly if you could reduce its cost, with Animar or something similar--a 4/4 flyer with a mana ability wouldn't be terrible if it were free, right?

Even in Animar its bad. The only non solemn simulacrum artifact creature I want to run is Nullstone Gargoyle since they don't interact with Cloudstone.

Nope. Animar dodges most removal, and I try to combo out before anyone can muster up a board wipe. This isn't really the place to discuss that topic though. I'm interested in keeping the topic alive, so I'll bump my deck thread.
But it has Lotus in the name so it MUST be uber-awesome, right?
If it cost 2 less and tapped for 3 mana of any color, then it would be a flying Gilded Lotus... I might play that even though it has summoning sickness.
Of course, its also been errata'd to be an 'Artifact Creature - Dragon', so there's using it in Kaalia as a post-Geddon mana source. Or not...
Dunno, this one looks pretty bad all around.. it kinda shoots itself in many ways, to expensive, not big enough, and a lackluster ability too.. I feel bad for it..
I never did like these style of pump creatures (Thornling being the only exception). They're probably decent in Limited, but in Commander I think the only time I would run this would be as an aggro Pauper general.
I immediately thought of a wall themed Phenax, god of deceptiontype deck to fit this into.
The problem with cards like these in commander is that at the end of the day, they're still just vanilla beaters (atleast with cards like thornling, or morphling they can give themselves evasion as well).
I could actually see this being run in a chaos deck with ways to abuse it. Gisela is the first that comes to mind, but there's other damage doublers for sure. Unfortunately for the card, the larger life totals make this less spectacular.
and if someone actually played with cards from the dark or homelands, i generally would wanna high-five them.
that said, i actually play with apocalypse chime in my randomly chucked together jank-rares deck. Never pulled the trigger, since apocalypse chime was the only homelands card in play at any one time.

Caustic Hound is Limited fodder at best.
Driving Stick with Isochron Scepter.
Trinkets and Treasure: An Artificer's Toolbox.
Proc Drops: Playing with One Drops.
Deck Primer: Toshiro Umezawa
Well Karador doesn't actually reduce any costs but his own.

Isochron Scepterimprinting Mana Clash with damage doublers.Gonna be hilarious. Might do that someday with a punisher/chaos deck.
