It's quite difficult to use this card repeatedly, protect it from getting exiled from your graveyard, and also do things to stop yourself from getting whittled down by damage from creatures and other sources without already winning the game.
It's not a game winning card alone, though I suppose its a very powerful effect for a card that does not directly affect the board.

Not always. A guy in my group plays lots of fatties. He also plays TnN in every deck. With avenger and craterhoof. In every deck. I play cap in more than a few decks. Can you guess which 3 cards and whose library I often go after?

Because conservative bias is a far, far worse thing. Liberal bias doesn't, statistically speaking, make people stupid. Conservative bias (or at least Fox's version of it) does.
I've used Sadistic Sacrament and Bitter Ordeal to win games. Combo-type decks that play a lot of tutors or card draw to get specific cards tend to fold quickly to these types of effects.
Another use, as mentioned, is getting rid of cards that hurt your deck - graveyard hate, for example. Or, if you are on the Mill plan, this is a good way to get rid of those pesky Eldrazi that keep shuffling the graveyard into the library.

It is pretty annoying to top deck it but its an unfortunately a nessesity. My meta typically has slow combo rather than fast combo, typically just as a way to end a long game, a long game is just what glissa creates/wants as she grinds everyone to dust.
If it weren't for the cmc of this card I'd run it in every blue deck, but six mana is a lot to hold up every turn. Right now Mizzix is the only deck I've been able to justify it in.

Time Stop is amazing in my Talrand deck. Saved me from many a combo player's win.
Honestly... Time Stop is mostly too expensive in cmc for the spikiest tier one metas, but anything in the 75% ethos or the like and he's viable.
I feel this way about a lot of high cmc cards. Sort of strange scale between "a little mean for casual", excellent for middle of the road, and overcosted for the very best decks.
My favorite variations of counterspell are all 6 mana, and Time Stop might be the top. It's also absolutely number 1 on the list of really expensive pieces of cardboard I wish I owned by route of the tenth edition foil version that has no reminder text, only the words "End the turn."
Also, if I'm reading that right and random card of the day is moving to a completely different thread, you played Time Stop on this thread.

I run it in my Thada Adel deck to "steal" my opponent's turn, on top of being an excellent (if expensive) counterspell. Of course, with all the mana rocks in the format, Thada is mono-blue ramp, so I'm frequently perfectly fine paying the cost.
I'm not even kidding, time stop is my favourite blue card. Ever. No other card can deal with so many different situations. Note the foil version that came in tenth edition (no reminder text).

I LOVE sundial of the infinite. It is so silly and even people who have been playing for years sometimes go "really?" when I explains some interaction with it.
I've never actually played Time Stop, and I don't currently have a deck that wants it, but I can imagine it is plenty of fun as well.

I knew about the flavor on the foil(weren't there a couple cards in tenth like this?). I had no idea on the price. Never would have guessed. Wow. I need to start buying splashy foils of EDH playables in every set. Edh leads to some crazy price jumps.
