It probably has something to do with me not being able to read, because OP said no creatures. Oh well.
Well technically he just said he already chose his creatures, couldn't hurt suggesting one he might have skipped.
I also noticed it's a bit of a necro thread.
Edit: It actually took this long to find what you we're talking about, herpa-derpa me read over it about 5 times.
In my version I use Counterspell,Force , Pact of Negation, Spell Crumble, Hinder ,Dissipate , Foil , Fairie Trickery , FORBID , plus plenty of Wizard repeatable counters Patron and so on just added Snap Caster for more fun Then for more answers I added bounce such as Wash Out, Inundate , and CYCLONIC RIFT not quite budget but I like always having an answer . You could replace Force with Thwart or some such otherwise not too pricey... Posting from a portable sorry no card tags ...
A lot of the good ones have been mentioned already but I think it depends entirely on your deck and playstyle. I understand it is Azami so in this case, the ones others have suggested would be my go to's as well.
But to shed some light, in certain decks like cheap beatdown decks (ex. Edric), 1cmc counters are much more fitting. Things like flusterstorm, abjure, swan song, dispel, spell snare, etc deserve looks.
If the store owner says that I can't trade in the premises, I'll just go outside. If he says that I can't trade within 10m of his premises, I'll go to 11 meters. If he says that he doesn't want to see me trading, I will put a basket over his head and continue trading.
Yes, he's a local legend. He's only known to take his clothes off before he goes into the Ladies' Lockerroom. Nobody knows what he does in there because he's invisible, but it's almost certainly tons of masturbating.
I think which counterspells you use depends like list things in your meta and how your deck is built. Arcanis with mass draw? Pitch counters . Coastal piracy or edric build cmc 2 counters. Super fast combo cmc 1 and free counters. Deck that can go into topdeck mode value counters like cryptic are good also I tempo builds. About the only counter I always run is mana drain and typically force.
I don't want to Reiterate what others have suggested, but to give you my 2 cents I need to restate them (consider them more important since they are occuring through suggestion multiple times):
Hinder/Spell crumple: An absolute staple. Nothing like tucking a commander and watching the player scramble for alternate win conditions. Bonus points for being dirt cheap.
Foil: Its essentially another free counter to run alongside force of will (or not if thats out of price range).
Commandeer: Why counter that Genesis wave going for 20 when you could just completely take it over for 0 mana?!
Trickbind: Literally stops most degenerate combos dead in their tracks just long enough for the whole table to destroy the player who attempted to go infinite.
Time stop: So many uses can come out of this card; most notably when an opponent attempts to go infinite.
Forbid: Run this just for the paranoia it causes when you buy it back just once. Everyone consciously and unconsciously thinks twice before playing that rise of the dark realms.
Twincast: Because running Exsanguinate 20 for only 2 mana is AMAZING. Plus you can counter counterspells with it for only 2 mana as that little bit more "oomph" you were looking for.
Anywho, when you click on the links to assess the cards, look at the average prices for them. You'll notice they are super cheap and can compete with the big, expensive spells some plays choose to buy for multiplayer EDH.
I didn't see it mentioned so one of my favorite counters in EDH is Delay!
If I am using counters in EDH I usually save them when someone tries to stop me from winning the game, and this is the best counter for that since it only costs two mana, one of which is colorless. It's basically a second counterspell, but better in end game scenarios where the drawback of Delay, the suspend part will probably never happen.
I'm also a fan of Condescend, Power Sink, Syncopate, Dissipate, Foil, Mindbreak Trap, Pact of Negation, Venser, Shaper Savant, and Rewind.
A lot of people like Flusterstorm and Draining Whelk
In Azami Tribal? Definitely! Stunned it took this many replies to get mentioned.
There's Azami lists without extra wizards out there?

Wait.
Top counters. As in the best counterspells. Not counters to...
Ohhhh.
My bad.
Pristaxcontrombmodruu!
Force of Will
any other "free" counters that can protect your general even when you're tapped out
at least I'm not the only one...
Cheers!

Gives people time and motivation to kill the guy who just tried to combo or time stretch or whatever.

EDH
Dismiss is so underused. Think about how often you cast Cryptic Command for tap or Bounce in edh and it becomes really obviously good.
