If your playing a lot of blue and your playing some heavy hitting cards like consecrated sphinx and omniscience then Timetwister and any other card that lets players draw 7 works good. Timetwister had a few advantages over wheel of fortune. It's blue, of you don't play red your missing out in several draw sevens, also, if you have the aforementioned sphinx out, you could deck yourself if you want, but don't have to. Timetwister gets you back all your goodies. Windfall is not a draw 7, at best you may have an opponent with a ton of cards in hand, at worst you'll have to fill up your own hand to get a bunch of cards, but then again if you have the most cards why are you giving your opponents cards?
Every game I cast Timetwister was because one of two reasons. One: I needed to refill my hand because i was falling behind on the board. Two: I had the sphinx in play, when I had omniscience in play it was pretty much an auto-win. play reliquary tower, mana rocks I would have 40+ cards in hand, counters kill spells and wins!
Timetwister is an anti-fun type of card, I wouldn't acquire it if you play Commander in a casual capacity. Especially if you do multiplayer.
i run timetwister in my riku group hug/chaos deck. I can use it to aid those who had a bad hand at start, to help the group against the guy who will combo next turn, or to copy it with chandra, the firebrand and riku and troll everyone.
I do not agree that this card is meant for non-casual environments/decks. The card is great, usually is never bad to cast.
I just bought one, actually. I've wanted to own a piece of power for a long time and I wanted to celebrate getting a new position so it seemed the best course. It's going straight to Melek, and from there will always be considered in any deck running blue. So, yes, I think its worth it ;).

I traded for one for my Niv-Mizzet, the Firemind deck and don not regret it one little bit. Like many have already said, I LOVE casting it several times in the same game. My favorite is when I cast it in response to another hand cycler (w/ Hypersonic Dragon on the board). If it is within your budget, I say ABSOLUTELY!!!!!

The first 'fixed' twister, Diminishing Returns doesn't exile itself, allowing you to recur it. However...
You should really explain yourself if you want to just make outlandish statements.

There was a thread, perhaps on the official forums rather than here, that contended that Timetwister was horrifically unfun because if it was played early, it forced people into hands that they might otherwise mull, among other arguments. As you might well imagine, the originator of the topic was quite alone in their stance.
Well yeah, early game wheels are disruptive. But to make the argument that it's anti-fun, you essentially have to use the premise that anything disruptive is unfun. Because it's pretty low on the list of disruption.
A play I've seen several times in my shop is:
[First Player]: "Alright, everyone good ? Any Mulligans ? No?" Winds of Change.
Seven other people groan.
My Melek deck is capable of a first turn timetwister for more cheap artifact mana - but it doesn't happen very often.
I've done that Turn 1 before. As you can imagine, players didn't enjoy it. The saving grace is that you're in just as much danger as your opponents, and even if you dump your mana rocks first, you don't get as many cards back.
IMO buying a Timetwister for let's say $300 isn't like spending $300 on Standard staples. You can always sell it in a couple years and if you take good care of it you will get your money back or close to it.
Timetwister - I was thinking about picking one up. Commander is the only format I play, and I play a lot of blue.
Is this card useable in every deck that plays islands? Is it an auto-include?
For people who have one - Are you playing it because it's strategically awesome, or because it feels wasteful not to play a $275+ card when you have the chance?
To preclude the suggestion that I should use the money to buy a bunch of other staples - I know I could (and should), but I have most of them already - (12+ years of trading/collecting) and I'm looking to expand my deck building possibilities.
I was timid about picking up mana drain for commander, but I'm glad I did. It goes into every blue commander deck and I'm always happy to draw it. Is timetwister similarly useful/good?

Well, none of them shuffle your GY back and most of them require an opponent to have a large hand size. Although they are good and I run most of them in my Lazav deck, none are as powerful as Timetwister.
What about Time Spiral? This is the best contender to replace Timetwister. Perhaps even better since its a makeshift-free spell. But at twice the mana.
I am currently debating on adding Time Spiral to my Lazav deck in addition to Timetwister.
Those who doubt the awe-inspiring power of Timetwister, simply don't use it and have yet to see its effects in game. When used after you drop your hand, its stupefying. Blue, with all the bounce can also really mess with your opponents bored state.
Timetwister has quickly become my favourite windfall effect.
