Others come with enough of a drawback to stop me from putting them in on the first round.
2. From here, I want to expand the sea creature theme to other creatures. Whales are a shoo-in, but I identified only Colossal Whale and Great Whale as worthy additions.
I'm thinking what other creature types I can look at, besides Fish (which brings up Fish, Jellyfish, Starfish) and Crab.
3. Cards with a thematic link to the sea are welcome too. "Tide" (e.g. High Tide) and "sea" (e.g. Spreading Seas) are obvious search terms, but what others are there?
4. The lowest priority will obviously be the good stuff - think cards like Caged Sun, Sol Ring, etc.

In this vein, I would recommend Propaganda. You can use Thassa's ability to make someone attack, and he'd have to pay to attack you, so more than likely he'll attack other people.

"[Screw] you and the green you ramped in on." - My EDH battle cry. If I had one. Which I don't.
And once the Quest is online, you won't need to "cast" spells anymore, so maybe you could look at something like Nullstone Gargoyle to protect your board state.
And, the mana cost isn't correct, but you could do something like Eternal Dominion, which again isn't "casting" anything. You could call it a Sea-Pirate theme (add in Pirate Ship for good measure[/c], and let the Pirates steal things from your opponents.
My train of thought so far:
1. Quest for Ula's Temple, which leads to the inclusion of:

Suggestions are most welcome, thank you!
Quicksilver Fountain, Convincing Mirage, perhaps Aquitect's Will?
Perhaps even some merfolk to go with that? The Tritons do primarily worship Thassa.
Generals meant to be drafted first in a single pack of 6 cards.
And here is the actual cube, meant to be drafted in 4 regular sized packs. (60 card decks)

On theme, I think you need Seasinger.

Pristaxcontrombmodruu!
Gotta have landlubber (potentially mad) followers for Thassa.
Also, if you're expanding to creature types, look no further than Homarids
Lantern Control
Bogles (RIP)
Living Belcher (RIP)
Well, there's also Cephalid Illusionist if you're going for shenanigans.
Deep Water
I can't imagine Deep Water being any good, though.
Dandan
Segovian leviathan
Spiny Starfish
Fishliver oil
Going with a "monsters of the deep" theme, you may also add some lulzy pirate stuff.
Now: release the Kraken!
scroll thief is a simple card that synergizes with Thassa's unblockable ability.
thada adel works well too.
