Why not? It's my honest opinion that Angus *is* the best turbofog general available. Is my opinion, and the opinion of many others, invalid?
If you absolutely insist against Angus (for some reason), then I will say something like Jenara or Rafiq. The colors are excellent and both Jenara and Rafiq can win once you've got a nice lock-down going. Honestly, without Angus in the mix, any general with green and blue works (green for Constant Mists/Spike Weaver and blue for draw/counters).
I have to agree with the others. It is Angus and no one else.
It is like asking.. I really wanna play an angel, demon and dragon themed deck, but do not suggest Kaalia.
If you are not going to use Angus, you might as well just pick any random Bant general cause they all gonna give you the colors you need for Turbofog, but suck compared to Angus at it.
Based on those choices I say Rubina Soulsinger since she can swipe a creature at least.

I think phelddagrif is fine under the broader heading of pillowfort generals. Ofc, the inherent problem with turbofog is that you're potentially defending against multiple people. The logical options are to either play politics to avoid getting grouped up on (phelddagrif) or avoid losing CA from fogging by using a general that fogs without losing CA (angus).
I think rafiq is a poor suggestion. He draws a lot of hate and will make it untenable to defend against the table, unless you're in an especially competitive playgroup, in which case turbofog won't work as a strategy anyway.
I don't think your general really has to be fog-able, you can go turbo fog by simply drawing boatloads of cards. So I'd pick at least blue as a required color identity, and then white or green for Fog and it's family. I prefer green, because of Tangle. There's some fun stuff in black, like Sudden Spoiling, and more card draw than in white as well. So, BUG... and because I can't say Edric, I'll go ahead and call Damia, Sage of Stone.
If you don't want to play with Angus then i think the best thing is just to choose bant, the best color combination for the purpose, built a deck and then pick any bant legend you want/own/like

I gave you a thumbs up sir. As I had stated, it was like asking for an Angel, Dragon and Demon themed deck but saying no Kaalia. Or asking for artifact combo and saying no Sharuum or Arcum.
Yes you could do it, but doing a theme to a specific group without using those group leaders is silly.

Really, the only good answer is Angus. Turbo fog is generally bad in commander unless your general has it built in. I would really like to see some more fog generals made though, if they made a mono color one I might have one more deck in me.

Why is that even good, when i can cram the deck full of the DOZENS of fogs available to me in a deck and use a general that draws more cards to access them (and thus potentially use multiple per round of turns).
Honestly, I think Angus is one of the worst fog generals as he's completely redundant in a well constructed deck.
But what the **** do I know, right?

Really, what is turbofog? Draw a lot of cards, to find fog cards to avoid death and then mill out your opponents?
You need blue green and strong card draw. Maybe, Damia, Sage of Stone?
Maybe you could go green black and use black and greens card draw (although you lose a lot of mill options).
He's also like $75 right now on TCGplayer. If OP doesn't own one, it may not be worth it to him to pick one up just to play this deck.

I'd say green and white are the most important colors.
With Karador you can spore frog or kami of false hope every turn w/o genesis or proclamation of rebirth.
Blue works better for the turbo land/fog combo tho.
Or just go with child of alara
