I started to play commander a little time ago, and my Main deck is a Mayael The Anima Multiplayer one.
But here in my region, the commander thing are recent, and most of the people around here dont play a 4xFFA yet, they dont play Dual Commander neither (really think that's because they dont meet Internet yet but...)
I see some lists around:
Zur
Azami
Azusa
GAAIV
But I'm looking for "the best" general to play in their 1vs1 championships but that can change between 1vs1(non-Duel) and Multi.
I want a really competitive 1vs1 General(the best one) that i can have fun in a multi just change some cards

Well, EDH isn't like the other formats where there are established meta's. You should play your EDH commander because YOU want to. Not because you think a general is a more powerful card.
I play Thraximundar because: I love Zombies, I enjoy being able to play aggro with a mix of control, and I'm toying around with a Stax-esq build because I love old school black of "power at all costs".
I've got a Zur deck in the waiting because I'm a sucker for enchantments and run an almost creatureless deck for a "casual" deck.
After that I want to do a mono-black EDH to be able to troll people with black.
It comes down to how you want to play.
So how do you want to play a game of EDH? What colors do you like to play? What style of play?
the best one is the one you have fun with. if you build something just to win its going to get stale really quickly.
for instance i have an ezuri list that wins... a lot. but every game plays out exactly the same and after 4 or 5 weeks of running it i'm ready to shelve it for a few months in favor of one my less hyper competitive decks. winning isn't worth it if you're bored, and edh is a format where you should be anything but bored.
so my advice would be don't pick something thats competitive according to the internet, pick something that suits how you want to enjoy the game, and build around that. you can make anything competitive along the way.
Jenara, Asura of War can be made into a good all around deck that can answer most situations for 1v1 and 4 player FFA. Kaalia of the Vast is another one that comes to mind also.
If you just really, really want a hyper-competitve 1v1 deck that can also win in Multiplayer, from what I understand the best general is either a Scion of the Ur DragonHermit Druid combo deck, or an Azami, Lady of Scrolls wizard combo deck. Both lists are incredibly resilient, fast, and very very difficult to beat.
They are also both very difficult to learn to master, as well as being very expensive to build, so I recommend what Xcric says as well. Find a theme that you really enjoy that you can see being slightly competitive, and going for it. It's really hard to build a competitive deck that does well in both 1v1 and multiplayer, so that's something you might want to consider building 2 different lists for
You want a 3 color general that can deal with all permanent types (Junk is better than Grixis, for example) with a scalable effect. By that, I mean you want a general that advances your board position or reduces everyone else's. Thraximundar would be a bad choice, for instance, but Karador would be a good one.
That being said, Karador would be my first choice. Tier 1-2 in 1v1 and solid in multi (multi doesn't have tiers due to the variance).

Build a deck you're going to have fun playing, who cares if it always dominates? I built a deck whose job is to help other people win and make the game more exciting.
That aside, you want a commander capable of multiplayer or 1v1, and a good choice for that would be someone like Animar, Soul of Elements or Kresh the Bloodbraided. Both of those guys give you access to some good color combinations and are strong enough to win on their own.
You mostly want global effects that don't care if you're up against one player or three; such as a stax deck, either that or something full of bodies like Animar that doesn't really care how many opponents it has to smash.
If you want something janky, a Ruhan of the Fomori, who gets much better in 1v1 then multiplayer, and gives you access to very good colors.
Ruhan of the Fomori , Giant Tribal with coin flipping subtheme allows for really fun multiplayers games and really fast 1v1 games. Giants are super janky in regular constructed, but they shine as a tribe in EDH.
I run French Edric, Spymaster of Trest with out using their ban list and I kill tables or 1v1 with it all the time.
Basically I run the deck that got him banned over in France and just run the good cards like Sol Ring that they have banned out.
This is probably the most competitive thing you can do.
I don't know how much fun it will be but it will definitely run the competition over. He is banned in most 1v1 formats for a reason... However if you guys aren't running off of the 1v1 ban list I would run him.

I have officially moved to MTGNexus. I just wanted to let people know as my response time to salvation decks being bumped is very hit or miss.
EDIT:The aforementioned Ruhan of the Fomori is very powerful. With enough mana rocks and a good draw you can have him out turn 2, and beating face turn 3.
i played Zur and in all the games, but it is really non-fun
just run into Phyrexian Echant and Add Nauseum...
the good thing is taht is easy build a cheap strong one.
I have some new questions:
How well can azusa play 1vs1?
and a mono-color in 1vs1 isnt a weak thing without control?
Azusa 1v1 is okay. The good news is that removal is pretty heavy in the meta right now and you can cast Azusa and use your extra land drops without passing priority.
Interestingly enough, 1v1 Azusa and Multi Azusa play pretty much the same, so you win on that account.
So to sum it up these are probably your best options for a deck that is good in both 1v1 and multiplayer (not listed in any preference and no budget restrictions):
