Forgive me if this is a topic already. For some reason the search isn't working for me.
Dismiss into Dream. I was thinking about rebuilding my Rasputin Dreamweaver blink deck, and thought of this card mainly because of the "dream" flavor. Plus, Rasputin can get to 7 mana easy.
The thing is, I don't know if I even need this card. Between the blink engine and maybe a Ghostly Prison effect, I'm not sure. I also don't have a ton of effects that target repeatedly. Crystal Shard springs to mind. I want to include it, but, yeah...
I like it a lot better if your general targets (although blink is based around targeting things so maybe it's not too bad?). Otherwise it seems like too much work to set up.
Tibor and Lumia with it makes me laugh. Play a blue spell? Sweet dreams.
Here's a list of blue legends that do some targeting. Surprisingly the best ones are Izzet, ones that will let you target more than one creature at a time:
Just for full addition to Sonik's list, there's also Merieke Ri Berit, who is already annoying as it is. Though one wonders if she rather destroys or takes over with how decks based on her are generally built.
Fun cards of note that work in most Blue decks are Crystal Shard and Proteus Staff, both work as sniper rifles once Dismiss hits the field.

A shame you can't equip equipment to creatures you don't control which would make Lightning Greaves essentially a Wrath of God. But it does act as an interesting deterrent to Voltron decks.

Oh, you think the losers' bracket is your ally, but you merely adopted the scrub tier. I was born in it, molded by it. I didn’t 4-0 an FNM until I was already a man; by then, it was nothing to me but an extra pack to sell for store credit!
I had a Type II deck based on Cowardice back round the turn of the century. It used Rhystic Flood, Paralax Tide, Jolting Merfolk, and Defender en-vek to stall until Cowardice made them into a hard lock. That deck probably ports pretty well into EDH. If you want to be mean, use mass land animation.

You would never guess, at the terrifying sight of the man, that Hunding was as charming a companion as one could wish for.
My vote goes to Nin, the Pain Artist. She draws cards, cuts life totals with Stuffy Doll, is her own sac outlet, and now with this card, snipes creatures!
Ooh this is going straight into my Meloku the Clouded Mirror deck both for flavor and effectiveness. Krovikan Mist becomes an even bigger beating than it already is in that deck.

I second this. I'll be finding a spot for Dismiss Into Dreams in my Intet, the Dreamer deck as soon as I can get a copy. It'll be easy to cast from the top of my deck with Intet and Djinn of Wishes, fits the flavor perfectly and shuts down Lightning Greaves and any other targeted hexproof/shroud ability which appear in every game I play.
I do find it amusing that Izzet general's seem to be the most obvious fit especially with Gelectrode and Izzet Staticaster not to mention the other plethora of red tap critters like Cunning Sparkmage, et al. Not to mention that in blue, cards like Unsummon and Vapor Snag are very good against generals and being able to turn those into straight up kill spells is nuts. I think this card could be absolutely nuts in any commander deck needing to be able to kill critters better, which U/R as a combo definitely fits. Lightning Bolt, as a kill spell, typically gets outclassed pretty quickly in my meta and turning Lighting Bolt into "Choose one: Destroy target creature or deal 3 damage to target player" is definitely tasty.

I was going to come in to say just this. Most decks are playing equipment or something that targets. All of those abilities now are awkward for your opponent.
As for the OP, I would say it seems to fully utilize and abuse this on your own, izzet is the best way to go. I personally wouldnt build a deck to abuse an enchantment in those colors since youll have a heck of a time tutoring/finding the card in the first place and most of the cards you use to capitalize on the ability are terrible without the enchantment.
I agree. We should all only play g/x decks because they are the most objectively fun and anyone who disagrees does not know the truth about EDH. Everyone should just play their decks because interaction beyond high fiving about how many land are in play is unfun and equivalent to casting Stasis while kicking puppies. I for one will never play with anyone who casts tutors, removal spells, blue cards, things I arbitrarily decide I don't like but will probably cast myself later.
