It works like this:
Exile card A - don't want it
Exile card B - don't want it
Exile card C - want it - in hand
Or like this:

Exile swamp - don't want it
Exile card B - don't want it
Exile card C - don't want it
Exile swamp - regardless of whether you want it or not, you get nothing
The above two scenarios are the only ones possible assuming you don't run out of deck.
As a connoisseur of fun, interesting matches, I still to this day have not been able to craft that "perfect deck"; the deck that I can play and have fun over time, doesn't get boring, but simultaneously is fun to play against. I honestly don't think it exists. It's like a unicorn. A ninja unicorn.

A guy ran it in our group in monoblack and it was mostly terrible. He hit Swamp, Swamp at least once before cutting it. Probably much better in 5 color decks that don't have a lot of key cards, like if you're digging for a sweeper and see a combo piece you'll want later or that graveyard hate you'll need at some point it puts you in a bad spot.

I've not seen that card before - but my Sedris deck is true highlander (no card, including land, is repeated) so it will absolutely be a house. Sweeeeeet.

I guess it's more that I run lots of grave recursion, that I find it easier to use, but it makes players have a difficult time in setting up top decks and preparing their answers when they're getting milled early game. Also there's just as good of a chance that you hit their answers as there is of letting them get to them.
You're right it'll never mill someone out completely, unless some infinite damage combo is pulled (in that case it wouldn't matter though), but a few hits from an aggro deck can start to make people cry, as does paying ones own life. Sylvan Library and Necropotence become terrible.

I have not actually played with this, but I was just browsing through some older sets and found the card Oath of Lim-Dûl. This card seems wicked powerful in a control deck w/ Cabal Coffers and Urborg, Tomb of Yawgmoth. This could actually just be terrible, as the drawback seems pretty steep, but just putting it out there.
I just added it to my Teysa deck last week. I didn't draw it but since I tend to combo out with the deck I figured it could be a nice enabler.
Got a chance to play with it today. Was at 3 life due to Necropotence and direct damage. I had out Teysa, Darkest hour some critters and about 10 sources of black manna when I dropped the Oath (had Tomb in play).
It saved me. They couldn't get in with creature damage and I was digging 5 cards a turn looking for answers.
So far it is earning its slot in the deck, could not have been happier with its performance.

In my quest to stop excessive green-based ramp decks, I found Acid Rain. It's situational, but green has been seeing considerable play in the last year so it's not going to be too much of a dead card, and the effect is absolutely crushing. It's also very splashable.

There are TONS of anti-green cards from mirage/visions era, Tidal Control is a blow out, especially in multiplayer, Dream Tides locks down pretty good, Mind Harness is just hilariously undercosted to steal a Primeval Titan.
Dream Tides is actually some really awesome tech (we praised it highly during our Circle of Judgment on CommanderCast!), and Wash Out definitely has its uses as well, but I'd rather just fire off an Acid Rain to punish greedy mono green (and G/x, depending on the amount that green is represented) ramp decks by taking them out of commission entirely.
