How the Wishes are used really depends on your playgroup. In competitive play, "outside the game" means your sideboard, but in casual it's up to you and your group to decide what to allow. Nobody currently uses them in my group, but the consensus reached was that if you want to use one, prepare a 15-card sideboard and pick a card from it when you cast the Wish.

I will run it by my playgroup if i can build myself a wishboard. (IE 1-10 cards) Thus it is not a sideboard, and I can only use those cards Via wishes. It should not bother them too much.
(I am thinking of running a blightsteel as well. Get a beastly infect i can pump.)
Another fun piece of tech with Varolz: Horobi, Death's Wail. No longer can you pump your guys, but you can start gunning down the opposition. Card advantage to the max.

Horobi's Wail seems really contrary to the deck's strategy as how are you supposed to keep your threats in play with counters on them when any targeting will kill them?

So I am gunning down y guys only? Varloz states that creatures in Your graveyard have scavenge.
I suggest every card with the key word Dredge on it. Also perhaps a Witchbane Orb to protect you from graveyard hate, so that you can use the creatures in your graveyard for Scavenge and not have to worry about an opponent exiling your graveyard in response.
I wonder if Varolz is better suited as part of the 99 for Skullbriar. In either case, you probably want some fast Voltron beats. Dreg Mangler and Shambling Shell both fit the theme and flavor. Unspeakable Symbol is good in either case as well.

You need to read the reminder text on a Scavenge card.
"Exile this card from your graveyard: Put a number of +1/+1 counters equal to this card's power on target creature. Scavenge only as a sorcery"
Note that it does not specify "target creature you control".
