It also doesn't say 'target creature you control'. That's not likely to come in handy too often, but I guess you could use it on creatures you don't control. I don't know why you would, but you could.
Opponent A plays some must kill threat that's going to murder everyone if they untap with it. Opponent B plays Avatar of Woe. You could give Avatar haste so Opponent A never gets to use their monster. I like when cards allow these extremely niche interactions.

I am unsure if his ceiling is quite as high as original Mono-R Neheb but that ability tied to a Commander with Trample who has more power than CMC seems real strong.

Well, while Invasion does give you something to work with (lifelink) the rest are just boosting the power of something that can be chump blocked for days. at least Brutality allows you to wipe the board with a big enough army creature.
Neheb, is he part of Nicol bolas' army? I mean Neheb is from amonkhet, so since he is not a planeswalker the only reason he should on ravnica is because he is loyal to bolas. Which brings me to another question, will the scarab, scorpion and locust god show up too? I would assume Bolas would bring his best soldiers with him in addition to his armies.
I'll admit I'm not sure how amass is going to work myself - seems a bit weird in that if you have one token it's only going to get taller rather than more of those tokens, which would be preferable - I'm happy to await clarification though. That being said, we're only 1/3rd of the way through the set. It can't all be EDH gold, but I'm pretty happy so far with the quality.

But if the rules are made so you can grab beyond 2 color restriction then another 29 grabables added depending on what’s in the deck
If you can grab 3 color and up dragons then yes it’s worth it

I dunno, whenever I see stuff like this I always think (1) so how much of my deck would I need to dedicate to evasion to make it reliable, and (2) how many times will I be able to trigger it before I'm just ending the game? Especially if I'm getting evasion from stuff like swords that make it a 3-hit-kill?
There might be some fun planeswalker-based decks you could make with her, but she's obviously eclipsed by meren when it comes to creatures. I guess you can recast the creature in second main, which meren doesn't allow, but meren gets you a creature the turn she hits, doesn't require evasion to trigger, and can start putting stuff into play eventually, so I don't think Storrev is much competition.
Well, I'd say that Storrev does not necessarily need that much building around in a planeswalker build - consider the trigger more of a bonus in a grindy deck, rather than the goal to get to repeatedly. 5/4 trample can get through a fair amount, I won't particularly much care if she goes down while at it, and I'll want to be keeping the board pretty clear of (opposing) creatures anyway.
And yeah, obviously Storrev is not that exciting for a pure creature build.
On a hunch, I reckon I'll create a rather 'grind up planeswalkers for value, then get them back to do it again' rather than a traditional superfriends that attempts to do all the ultimates. ...and on principle, not play Doubling Season.

my deck has 13 two-color cards. So it is not worth running him. As for a deck with Niv at the helm, That has way more potential. You can build a deck focused on his ability.

Well, cards like Goblin Welder, Daretti, Scrap Savant, Scrap Mastery, Feldon of the Third Path, Grim Lavamancer, cards with Madness, Flashback, or Unearth, various Phoenix cards, etc. all benefit from mass-looting effects like this, and getting the mana to boot is awesome. Neheb, Dreadhorde Champion is going to be great, and I'm definitely grabbing a copy for my Bosh, Iron Golem deck and potentially in a few others.

No, but you may need to pack an Ulamog, the Infinite Gyre or Kozilek, Butcher of Truth so that you don't deck yourself....
