Karn is too strong. Surely everyone agrees that any card that can go in any colour deck, can tutor immediately for his counterpart in a 2 card combo (mycosynth lattice) and shuts everyone out of the game is far too strong!

New Karn can't tutor for anything in this format unless you're using variant rules. By default, Wish effects don't function in EDH.
Which ability is useless? The second ability that animates and artifact like old Karn to go infinite with Voltaic Construct? Or the second activated ability that lets you loop Ugin's Nexus? I'm not sure which combo piece attached to my one-sided Null Rod you're unsure about.
(im saying you forgot about all the staples that bring back lands from the yard)

There's not no options, but admittedly they are few outside of green. Sun Titan can do it, Faith's Reward, there's always shuffling effects like the OG Eldrazi Titans and such. That being said, I feel like it's a strong effect on a one off basis, enough so that it's worth considering for slots without the option of being able to reliably recur it. I'll be windmill slamming it into Nissa, but I'll definitely consider it for other builds, too.
Aside - Personally, I'm really liking the concept of static abilities on walkers. It beats an emblem for balanced play, and it's immediate gratification. It turns the way you assess a walker on its head; well, for those who assess based on the ult anyway (which I've always felt is a bad idea). Obviously Bolas is disgusting, but most of everything else is reasonably well balanced to strong. My pick for the funnest thus far is new Chandra for being fun and for being a walker with flexible walker tech.
I'm still waiting to see how far they go with walker removal - seems a bad idea to bring back proliferate without at least something else to balance this out, and I expect more than just upping the number of counter spells in the set. I may expect to be disappointed.

Oddly enough, I think Tibalt is the best of the ones that don't have + effects, he fills the same sort of role as Sulfuric Vortex, but doesn't have the downside of you taking damage as well.

Here is a really dark secret, I once won my LGS's modern FNM..with Tibalt.
If there isn't a giant fan type card in the set, I'm gonna have to pick up some more copies...lucky for me my play group doesn't mind some of the UN cards...

It's not a mistake. It ensures that if you neg her to death that last creature still has haste. Sure it's inelegant but it's not unimportant.
It also doesn't say 'target creature you control'. That's not likely to come in handy too often, but I guess you could use it on creatures you don't control. I don't know why you would, but you could.
So we are at the 4th Niv-mizzet incarnation now. Not only is he still not a planeswalker, but he is now five color.

A lot of these cards are obscurely worded. Like widespread brutality, is Army a new creature type? If so, that means that it is a VERY bad rare. (N Standard maybe no so much if you are running 4 of them, and it could be good in sealed, but that is as far as i would go.

I expected one of the abilities to be donate. Or a static ability that gets you life for each permanent an opponent controls that you own.

The uncommons have been excellent so far! Dovin's Veto just says no to combo nonsense.
