I think the Mirror will always have something fun to copy. Therefore, I am putting in the deck that has usually some loose mana and has the most to gain (color-wise) from this: Hope of Ghirapur. In a pinch, I can make it a copy of whatever random sword I have on Hope and double that for the turn, if somehow no one has anything worth having for a bit.
Oketra's Big Heal sounds about right Tariel, as that deck runs like 60% on mana rocks and might not even notice much skipping untapping lands for a turn (by the time I'd want to cast this).

No clue how you build Neheb. What are you casting then? What abilities are you dumping it into? Is he like Haz and just best as a Rakdos LOR support card? Here are my other thoughts:
I love that Neheb 2.0 can let you burn down a table with relativve ease. Turning burn spells into Pyretic Ritual is perfectly fine on its own, but he can do some nasty things. He's the first mono-red commander I've actually been excited at the prospect of playing. At bare minimum he's a mono-red "ramp" commander who can play similarly to Rakdos, Lord of Riots.
He also works very exponentially and cumulatively with cards like Seize the Day and goes infinite by himself with Aggravated Assault and enough damage done before first Second Main Phase
Dromoka called. Something wanting their title back, dangit.
On a more serious note, really liking Neheb's design here. Probably dropping him to... heh... Neheb. Because Minotaurs kicking ass and taking names, natch.

Scavenger Grounds is pretty good and the fact that it enters untapped is huge. It is definitely going to slot into my Karamtera deck (getting it off Crop Rotation allows for an instant speed graveyard hate in non-black decks) and it will go into some of my non black decks as a way to handle some frustrating graveyard decks.
The problem is that it is all graveyards which means its use is limited. I wouldn't put it into my Sidisi, Brood Tyrant or Alesha, Who Smiles at Death or The Gitrog Monster decks for example. Basically, any deck playing black I think will use other, better options, but this is a great card for non black decks for a somewhat uncounterable graveyard exile effect while only taking up a land slot.
It'll be nice to be able to use Crop Rotation as grave hate when not running black.
Not super into Stone Raining myself to hate out a graveyard, but I can see it being solid in an emergency.
Stone Raining yourself to stop something like a Rise of the Dark Realms, or a Reanimateing Jin-Gitaxias, Core Augur is totally worth it, and even stopping less splashy plays such as a Titania, Protector of Argoth player being able to reccur their fetches (as such a player, I speak from experience), or a graveyard centric deck with a Golgari Grave-Troll in the yard is often worth losing a land. I'd compare it to something like Sylvan Safekeeper (one of the best utility creatures in the format) - you don't always want to use it, but having the option to do so is incredibly useful, and with all the ramp available, losing one land is hardly backbrekaing. And being able to do it at instant speed without telegraphing it for 3 mana with Crop Rotation is a very valuable tool.
I probably wouldn't add Crop Rotation into a deck that didn't already run it just for this land, but for those that do, it's an excellent addition to the toolbox, while, as it doesn't ETB tapped, unless you're having trouble with colour fixing, there's little drawback to slotting the land into pretty much any deck even if you can't do any particular tricks with it (worst case it's a Wastes). Certainly seems to be one of the best colourless utility lands we've ever seen, and one I'd run above several others I see come up a lot (e.g. Reliquary Tower)

I'm a proponent of using literally every resource available to answer problems, I'm less likely to use it to stop a grave troll but I would be willing to more than Stone Rain myself if it stops a backbreaking reanimation, hence noting that it would be solid in an emergency. I don't often have to stop value plays in my mostly-casual meta, so it's a less common occurence for me, but I could easily see it being needed in groups where allowing a player to get value essentially means you're handing him the game.
The Locust God is one of those cards where I love the effect, but really wish it came on a smaller body for a lower mana cost - it seems to be somewhat of an UR theme, what with Melek, Izzet Paragon and Arjun, the Shifting Flame suffering the same problem. The God isn't quite as bad as them thanks to the return to hand ability meaning commander tax often won't be a problem, but still, I really don't want to be spending 6 mana on a commander that doesn't have a immediate and significant impact on the board.
The Locust God honestly feels like a win-con for either for Jori-En or Nin. Granted, if I didn't already have a Nin deck I would probably look at building The Locust God.

Like PhroX said he would be so great as a smaller body for a couple less mana. That being said, he has some real upside - dodges the commander tax, decent body and evasion for beatdown, outlet for infinite mana, and token production. I have the shell of a UR deck sitting around so there's no reason to not give him a try.

I don't know if I'd agree with that necessarily. I think the pressure of haste fliers is what really makes this card stand out. Sure it may be a little winmore, but you're still able to use a Time Spiral on your turn to get 7 power of hasty fliers. That's nothing to scoff at. Plus, I love being able to get 3 1/1 fliers off a Brainstorm...
Swarm Intelligence to me sounds like a win-more given it's cost. Fraying Sanity a way to win with mill...unless they need the GY...very dependent on your opponents decks Solemnity could be useful maybe
I enjoy the locust Gods design. While hew ould be more of a powerhouse at al ower color, the recursive ability makes him pretty well balanced at six mana. I'm picturing a befuddled farmer trying to use Skullclamp as pesticide and ultimately dooming all of not-Egypt.
Edit: Alternatively, I might just cut Mirari for Impulse or whatever. I'm not sure the deck needs that effect, though it is powerful when it's working.

Solemnity could be useful maybe
Swarm Intelligence combos with Turnabout plus Regrowth plus Recollect as soon as you untap (or immediately, with enough mana). Also with Reset if you have Alchemist's Refuge or some such around. And it combos with any nonexiling extra-turn spell and the two above Regrowth effects.
Edit: Alternatively, I might just cut Mirari for Impulse or whatever. I'm not sure the deck needs that effect, though it is powerful when it's working.
