+1 Create an artifact with T: sacrifice for 1 of any color of mana
-2 Target creature gets +x/-x until end of turn where x is number of artifacts you control
-7 you get an emblem with at beginning of combat target artifact becomes 5/5 creature
Starting Loyalty: 5
Doesn't seem to be too shabby, though unlike Tezz 1/2 he doesn't have immediate gamechanging abilities either. Just a useful tool for artifact decks, methinks?

My Commander decks:
Chandra, Torch of Defiance - Oops! All Chandras.
Prime Speaker Zegana - Draw for Power.
Pir & Toothy - Counterpalooza.
Arcades, the Strategist - Another Brick in the Wall.
Zacama, Primal Calamity - Calamity of Double Mana.
Edgar Markov - Vampires Don't Die.
Child of Alara - Dreamcrusher.
I don't like the new Tezz. Making Lotus Petal each turn while turning them into 5/5 seems big, but if Tezz happens to die, you'd be forced to turn everything else into creature each turn, adding to their vulnerability. Imagine Nissa's ultimate turning your lands into creatures ONE at a time and cannot be stopped.
The second ability however maintains a lot of pressure on the board, which I like. I guess my only issue is with the ultimate.
Yes, you could use the emblem to turn an Ornithopter into a 5/5.
I'd be a lot more interested in this Tezzeret if he cost 1UB and took another turn or two to hit his ultimate (either by increasing the cost to ult, or decreasing starting loyalty). Creating a Lotus Petal each turn is nice, but I just don't really want to pay 4 mana for it.

Well if the artifact you turned into a 5/5 last turn survives then you can always just target it again next turn if you don't want to turn another artifact into a creature.

Clearly a standard card. Not useless in EDH, as it makes mana or removes a creature, which are both useful. But it's so inefficient at either, it's just bad.

I haven't seen this posted on MTGS yet, but the remaining two Masterpieces have been spoiled and they are new cards. Both are good, but one in particular looks ridiculous.
Paradox Engine
5
Legendary Artifact
Whenever you cast a spell, untap all nonland permanents you control.
Sure, 5 mana is a little expensive, but I can see this being incredibly broken in any storm deck that runs a decent number of mana rocks. I'm certainly going to try it out in Sydri Storm.
Planar Bridge is pricy, I don't think I'd use it over Planar Portal, even if I can put permanent into play directly. People have been coming up with ways to get expensive permanents into play with other means, such as creatures via reanimation, or if playing blue, Show and Tell style cards. It's good to have an extra way to access this, but it would take some good ramping for this to replace (or add into) current strategies. Or you can play Selvala, Heart of the Wilds...
We just got a legend that is a terrific card draw (no-color-restriction) mana sink and now this engine. Oh my. I like how well blue interacts with artifacts, Prophet of Distortion also exists, Dizzy Spell/Training Grounds...I'm definitely jumping way ahead, but Paradox Engine seems magnificent.
I have a feeling if I look at the edh ban list the engine will already be on there. Basically you just have something that taps to draw and you should just win....
The other card looks cool though. Scary but not too broken (except brago shenanigans). Kozilek will be sure to pick one up

While I agree that Paradox Engine has the potential to be really broken and be a great addition to many storm decks, I would be very surprised if this got banned. It just doesn't look like ban-material to me. Regardless, it's much too early to tell either way.
Paradox Engine is not quite on the power level of Ad Nauseam, Doomsday, or Hermit Druid but it's twice as powerful as Prophet of Kruphix; Paradox Engine is a very powerful enabler with which a board can be amplified to quickly unload a hand. With some kind of draw/tutor engine it's game.

Must've missed the part where it gives your stuff flash.
Paradox Engine is very much a combo engine, and those are very rarely banned. Which is why I don't think this thing will see the banhammer either, it still requires quite a few moving pieces to work it's magic. It's undeniably good at what it does, but it's not an end-all of combo cards or anything.

I really want to be excited about Paradox Engine for my Azami, Lady of Scrolls deck, but I don't even mess with Intruder Alarm that much anymore and this seems very similar at least in that list. Still a super sweet card though. Can't wait to lose to some crazy combo shenanigans that involve this
Isochron Scepter + mana rock is pretty cool with Paradox Engine. It could also be powerful in a Maelstrom Wanderer list that is heavy on artifact mana.
I think the general idea here is that Paradox Engine + mana rocks is going to be fun.
Man, I love Planar Bridge, so much fun waiting to be had. I've been waiting to build Breya until after the spoilers for this set to really take advantage of the sci-fancy trappings and its stuff like this is the reason why. I can't wait to drop a battlefleet out of foldspace with this. The Engine can probably come as well.

He starts quickly, pretty close to the ultimate. Then he can animate those tokens. Helps with color-fixing for these four-color decks.

I was just about to post the same thing. Seems like a good pairing.
Well, not to state the obvious, but this will probably be true of all the Quicksmith iterations.
The new tezzy is just... bad. Maybe not bad but the other options for esper or Breya are so much better. Even the pw deck version is better.
Meh
