When Brago, King of Eternity deals combat damage to a player, exile any number of target nonland permanents you control, then return those cards to the battlefield under their owner's control.

If I'm not mistaken, Brego creates an infinite loop with Aurelia, the Warleader, but that could go into what, Ruhan or Numot? Not exactly the best commanders out there...
Brago, King of Value. This might be the best commander since Rasputin Dreamweaver. It could also be fun to run narrow cards like Runed Halo and Nevermore and reset them as needed, since otherwise it can be rather difficult to flicker noncreature permanents.

Grixis is going to love Dack. I hope his price-tag is low due to skipping over Modern and Standard, but he falls into that sweet spot for Legacy, so we'll see.
Gosh, I don't even want to abuse that second ability. I just wanted a cool midrange UW general with evasion that didn't have an activation ability. Resetting O-Rings is a huge plus. Wish I understood this set more, but I'll take it.
Grixis is going to love Dack. I hope his price-tag is low due to skipping over Modern and Standard, but he falls into that sweet spot for Legacy, so we'll see.
For what it's worth, I'm not sure what legacy deck would want him. He's still powerful, but not immediately slotting into an existing deck should help to keep him a little lower.
New UW guy is pretty solid. Having to connect should keep him pretty manageable.

So, you're saying Stifle and Trickbind will see more play?
Correct me if I'm wrong, but it looks like Stifle and company would only delay Brago for a turn because the exiling and returning is all part of the same ability.
Brago is everything I wanted Roon to be. Can blink multiple permanents for free and is a badass spirit king instead of a fairy tale Rhino. Shame he doesn't have the Bant colors, but you can't have everything.
blerg, brago. We just got a blink commander. Can't we do something new for UW? I guess there was ephara at least. Anyway I suspected they'd print EDHables in conspiracy and it looks to be the case, so that's probably good news.
Dack doesn't seem impactful in Legacy, so I doubt he'll be expensive. But he seems like great value to run in almost any deck that can cast him. If you drop him early into an empty board, you can filter through your deck for answers and he threatens a pretty dominating (Heh) ultimate, if your deck can take advantage of it. But unlike a lot of generals, he's not useless if you cast him later into a clogged board - even if you can't protect him, he's Volition Reins for just artifacts, for 1UR, which seems nuts - grab that Wurmcoil Engine or Gilded Lotus and still have mana left over to hold a counter up or cast a small spell. Even if he dies immediately, that's great value.

On average, Magic players are worse at new card evaluation than almost every other skill, except perhaps sideboarding.
Swing. Connect. Put his ability on the stack targeting whatever. Tap Resonator to copy. With the copy, target Resonator, Ring, and whatever ETB things you have. Resolve that ability. Tap your freshly flickered Ring and Resonator to copy the ability again. Repeat until all your opponents have nothing, or they skip the next 1,000,000 attack steps, or [c=Mulldrifter]You've drawn your library, or any of the usual blink shenanigans[/c].

Just means that resonator is a top tier target in that deck.
It's a "four card combo" wherein one card is the ability to produce 2 mana through rocks, one card is your general, one card is any meaningful ETB effect (which presumably you'd have tons of), and one card is the Resonator.
So the Resonator is the only real constraint there.

Late to the party, but is Magister of Worth any good? At first I dismissed the card because it was just a Phyrexian Rebirth, but it's a creature, so in a deck like Karador it's a recurable Rebirth, which I've definitely found myself needing against aggro or creature combo decks.

My problem is you can't really force it to be a wrath. In a normal, 4-player game, you need at least one other player to agree with you in order to get teh wrath.

@ harakirinosaru - Ephara draws you cards when creatures etb. Rasputin gives you a pile of colorless mana. If you think Ephara is better that's fine, but they do completely different things.

Wow. Brago is pretty strong. Strionic Resonator is indeed nutty with this guy. Holy cow.
