So yeah, to answer the OP, Chaos Orb isn't "banned" per se but it is simply "not legal", just as Nicol Bolas, Planeswalker is not legal in Zendikar block.

Cards that uses "ante"

And why would they? Chaos Orb is fun when used in moderation. It's banned in Vintage because of the dexterity issues, but those shouldn't be any problem in a casual group.
It would be allowed rules-wise to spend a few tables worth of space for the game, and if Orb was legal people would do it to avoid having multiple permanents hit. All vintage tournaments would run out of space.
And that is pretty much the reason for the ban.

Magic folklore has it that one player playing the Orb made it to the finals. The only way he could win was by ripping up Chaos Orb and sprinkling it over his opponent's field.
I think it's banned because when people are afraid you have it, they have to play with their cards spread out all over the table so they don't get 2-for-1'd by it and it's annoying as hell.

Silver-bordered cards, however, are not allowed to be played in sanctioned tournament games, so you can't actually use them in most games you'd play. EDH, being a non-sanctioned game type, has no such restrictions.
Granted, most people would tell you they don't want you playing with them if you put Un-cards in your decks.

Indeed. I'd imagine it's more because you could become proficient at abusing those cards using skills that are otherwise completely unrelated to Magic. If WOTC made design decisions like that accounting for people with physical disabilities, they wouldn't have printed so many coin flip cards, because that basically requires the same level of physical ableness as a Chaos Orb.
I have a group that just plays chaos orb as a colourless vindicate. Just because that means you can actually use this freaking' cool old card. I am considering adding a clause of "roll a d6- if you roll a 1 the targeted permanents controller chooses a new target instead. Just to reflect the chaotic nature of the orb.
Personally I'd rather have everyone at the table packing SDT and taking their merry time activating it each turn than something like TwincastShahrazad.
For a while when it was legal I played a bant deck with shahrazad. It was always super fun, until one day I accidentally got eternal witness/crystal shard/shahrazad online. The game took 5 hours. I don't think I won the main game, but I felt like the winner at the end.

As one author said in an online article somewhere, if a person played Shahrazad the rest of the table should just concede the subgame, take the life loss and then proceed to beat the snot out of the person who played it.
